About the Position: Serves as a Supervisory Contract Specialist providing direction and guidance through subordinate supervisors/team leaders to a group of professional, technical, and support personnel engaged in managing, directing, coordinating, and controlling all aspects of a major defense acquisition program, i.e., acquisition planning, contract solicitation, proposal evaluation, contract negotiation, contract execution, contract management, and contract administration.
Duties
Serves as a technical consultant and advisor to the Principal Assistant Responsible for Contracting.
Manages and directs the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and extremely complex types of new and advanced concept.
Performs the full range of administrative and technical supervisory duties.
Responsible for understanding and actively supporting the Command's Affirmative Action/EEO Program, ensuring EEO principles are reflected in all aspects of personnel management.
Exercises full responsibility in the application of procurement laws, rules, regulations, decisions, and other directives and sound business judgment on all contractual actions for the procurement.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Critical Acquisition Position (CAP)/Key Leadership position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This position requires incumbent to obtain a Contracting and the Contracting Professional Career Level Certification within 36 months of appointment.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- The incumbent must be able to obtain and maintain a Top Secret security clearance.
- This position has an Occasional Temporary Duty (TDY) or business travel requirement.
- Appointment to this position is subject to a one-year trial/probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Position requires drug testing prior to entering the position and randomly thereafter.

Basic Education Requirement for 1102 Series:
Degree: A 4-year course of study leading to a bachelor's degree with a major in any field. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if A) You current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Experience managing branch or higher level entity to ensure agency programs are supported; 2) Providing expert technical advice for contracting pre-award and administration; 3) Performing administrative and supervisory duties for assigned division, to include mentoring; developing acquisition plans/strategies to assure timeframes, goals and work requirements are met; 4) Applying state of the art contracting techniques, such as non-FAR based contracting efforts; and 5) Developing policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiation, administering and/or termination of contracts for procurement of supplies, services, or research and development.
