Duties

The primary purpose of this position is: To serve as a key analyst in the HAF/A10 Capabilities Assessments Branch (AF/A10CA) and function as a recognized expert performing professional support to examine, evaluate, and conduct reviews, assessments, and analysis of Air Force nuclear enterprise activities and provide advice and insight about probable resolutions, effects, and courses of action impacting Nuclear Deterrence Operations (NDO) and Strategic Deterrence. Researches and/or investigates nuclear programs, policies, products, events, and services within modernization and recapitalization, sustainment, human capital, and operations to assist in resolving critical problems, improving program efficiency, recommending thoroughly researched solutions and assisting with follow-up to senior management officials. Recommends organizational assessment strategies and policies in modernization and recapitalization, sustainment, human capital, and operations. Prepares and presents effective and comprehensive high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Defines critical issues/problems, collect data from various sources, assesses data, build products, and determines the most effective and efficient method and approach to meet management needs and/or requirements.

  • Graduate of military professional education programs or civilian equivalent level professional certifications is highly desired.
  • Knowledge of Air Force Nuclear Deterrence Operations, doctrine, organizational constructs, and associated weapons system is highly desired.
  • Travel via commercial and/or military modes of transportation may be required.
  • Requires a Top Secret Security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.
  • May be required to perform other related duties as assigned.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal drug use by employees in sensitive positions presents a dear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical organizational plans and programs participating in or conducting major operations such as mission, tactical training, deployment, mobilization, Planning, Programming, Budgeting, and Execution (PPBE), special operations, contingency or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as they relate to actual events to include Nuclear Deterrence Operations (NDO) and the assessment of the nuclear mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to assess the status and build products that enable AF/A10 to advocate and explain the important role of the nuclear deterrence capability, the importance pf reinvigorating the nuclear enterprise from a stewardship perspective and the contribution of nuclear to the strategic deterrence posture. Ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers or reports for top management to use in decision making. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to communicate effectively both orally and in writing; negotiate complex issues; maintain good working relationships. Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts and capability requirements. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
