Duties
The primary purpose of this position is: This position is established to provide support of management and program analytical functions within the 81st Training Wing Operations Plans work center.
Manages the installation Operations Security (OPSEC) Program. Responsible for oversight and administration of the Wing Defense Readiness Reporting System (DRRS) Program
Manages the installation Mission Assurance (MA) Program. Responsible for oversight and administration of Wing Crisis Action Team (CAT) Knowledge Operations
Responsible for oversight and administration of the Wing Command and Control Incident Management Emergency Response Application (C2IMERA)
Prepares a wide variety of recurring correspondence, internal reports, and other documents from information obtained from the staff and other sources, and reviews and finalizes documents and forwards to supervisor for coordination and/or approval.
Represents the Wing Plans Office and Operations Plans section at meetings, in working groups, and other

- Prior OPSEC training completion at the Interagency OPSEC Support Staff (IOSS) OPSE-2500 (OPSEC Analysis and Program Management Course), and/or the DOD OPSEC Officers Course (OPSE-2400) is desired but not required.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition
of employment.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This is a Term position NTE 3 Years; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes expert knowledge of the mission, organization, work processes as well as major issues, program goals, objectives, and administrative operations of the TRW and AETC to conduct studies, analyze findings, and make recommendations concerning substantive Wing Plans and Programs. Knowledge of and skill in applying a variety of qualitative and quantitative evaluative methods to gather and analyze information to determine Installation OPSEC, DRRS and MA program adequacy/effectiveness/efficiency.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DOD, Joint, USAF and AETC policies, instructions, and regulations directing the management of the installation Operations Security (OPSEC), Defense Readiness Reporting System (DRRS) and Mission Assurance (MA) Programs. General knowledge of mission requirements, major issues, program goals and objectives, work processes and operations of a wide variety of installation organizations.
Knowledge of agency missions and policies, agency programs and activities, management principles and processes, and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
Knowledge of program management and analysis methods to analyze, evaluate, and improve the efficiency, effectiveness, and productivity of organizations and programs.
Knowledge and skill to gather information from a variety of sources, including personal computer and software programs, to assemble and analyze information, draw conclusions, devise solutions, identify changes and trends, and develop documents/data/reports.
Ability to articulate, both orally and in writing, to persuade and gain cooperation from others through negotiating ability, tact, courtesy, and diplomacy
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
