The purpose of this position is: (1) To fulfill NAF-level program analyst technical advisor responsibilities; (2) Articulate and defend Technical Training Panel supported organizations' resource requirements; (3) Evaluate data from source documents, including Congressional records, OSD programming, budgeting documents; and (4) Serve as Tech Training Panel representative.
Duties
Plans, directs, and conducts analysis of Technical Training program resources for sustaining HQ Air Education Training Command, Headquarters Second Air Force, Air University, five technical training wings and two technical training groups within the Air Force SPPBE guidance and process. Provides oversight and technical advice for the annual development and integration of all technical education and training POM submissions.
Documents technical education and training planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Identifies emerging requirements, assesses impact on assigned programs, and develops recommendations.
Actively participates in program planning to provide detailed guidance involving process, products, and schedules. Reviews higher headquarters strategic plans, programming guidance, and POM preparation instructions.
Represents Headquarters Second Air Force with a variety of wing/group installations and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ AETC staff, plans/programs and various officials at the wings/groups, other NAFs, Major Commands, other Services, HQ USAF, and the Department of Defense.

Qualifications
In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes; (1) knowledge and skill in applying of a wide range of analytical and evaluative methods and techniques or issues or studies for the efficiency and effectiveness assessment of command level plans and programs involving technical education and training requirements, and base operating support; (2) Expert knowledge and understanding of command program goals and objectives, the concepts, principles, practices, laws, regulations, policies, and processes as it applies to the SPPBE, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning and programming actions related to technical education and training requirements and events and; (3) Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, 'goals, work processes, and programs of assigned organization(s).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and Department of the Air Force SPPBE phases to include policy, procedures, processes, schedules, and associated products for developing Program Objective Memoranda, Budget Estimate Submissions, and Financial Plans.
Expert knowledge in applying analytical and evaluative methods (qualitative and quantitative) and techniques for assessing and validating program resources requirements and a high degree of skill in applying them.
Skill in developing and defending budget forecasts, cost projections, financial exhibits, and POM offset, disconnect, initiative, and unfunded requirements narratives, issues papers, and reclamas.
Skill in leading a team effort, planning, and executing complex, multi-faceted projects, coordinating activities and evaluating the acceptability of analytical methodology.
Skill in researching, analyzing, and interpreting guidance and directives and communicating effectively, both orally and in writing, clear and concise procedures and direction for the technical education and training portfolio to ensure timely responses to the AETC Corporate Structure and Air Force Corporate Structure during the SPPBE process.
Ability to apply knowledge of computer software applications to utilize Planning, Programming, Budgeting and Execution (PPBE) legacy architecture systems such as Automated Budget Interactive Data Environment System (ABIDES) and the Resource Allocation Programming Information Decision System (RAPIDS) and Microsoft Office suite.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
