The Program Manager is a supervisory position. The Program Manager is provided administrative time to manage their teams. Program Management Responsibilities: (50%) Responsible for managing all clinical and administrative operations for the MH RRTP. Ensures collaboration and integration of treatment and rehabilitation services with Nursing, Mental Health, Primary Care, Pharmacy, Social Work, Homeless programs and other specialty services (e.g. Chaplain Services, Recreation Therapy, etc.). Responsible for ensuring the MH RRTP is operated in compliance with all applicable VHA policies and procedures Completes all mandated reporting. Developing partnerships with internal and external stakeholders to facilitate outreach. Developing and implementing a plan to ensure safety, security and privacy procedures following the requirements specified in VHA Directive 1162.02. Administratively supervises an interdisciplinary staff performing work up to the full performance levels of their respective occupations, including psychiatry, psychology, advanced practice providers, social work, professional counseling, and others. Assigns, directs, and reviews the work of subordinates; and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. Establishes priorities and schedules for work assigned. Monitors and communicates to supervised staff performance and workload expectations consistent with local and national VA standards. Clinical Responsibilities: (up to 50%) Provides the full range of direct patient care services within the residential program, consistent with the RRTP model and the incumbent's scope of competence. Services include assessment, intervention, case management, consultation, and education. May be responsible for coordinating activities of other health service personnel, resolving problems affecting Veteran care and providing appropriate education for the Veteran and/or family members regarding the Veteran's care, illness and its management. The care provided is to comply with clinical practice guidelines, facility policies, and established metrics for care. Works effectively with treatment team to develop coherent treatment services and strategies for patients with psychological problems, particularly severe mental illnesses, including development of treatment plans and case management. Incorporates new evidence-based and recovery clinical theories and procedures (including psychoeducational and rehabilitation interventions) into clinical services. Provides regular consultation to healthcare system staff. Carries out administrative duties related to clinical services as assigned. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. GS-13 Social Worker (Program Coordinator) Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Experience Requirement: You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Serving as the sole practitioner in a specialty program and typically provide direct patient care services in the program area; oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics; may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery; provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations.
