The HCHV Coordinator is responsible and has the authority to independently oversee and direct the administrative and clinical aspects of the program. S/he is responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program. Duties may include, but are not limited to: Responsible for 5 major programs within the Health Care for Homeless Veterans program (HCHV). Responsible for submission of statistical data to The Northeast Program Evaluation Center (NEPEC). Writes an annual report on the HCHV program outcomes and uses NEPEC data. Provides leadership within and outside of the VA to develop programs with VA and community partners. Reviews and implements clinical practices with guidance from the Commission on Accreditation for Rehabilitation Facilities (CARF) and the Joint Commission. Responsible for supervision of multiple staff members including supervisory/coordinator and non-supervisory staff. Responsible for conducting interviews and the selection of new staff members in cooperation with HCHV team members, Mental Health leadership and the Social Work Executive. Provides direct services to veterans. Responsible for conducting team meetings Responsible for monitoring, review and reporting of performance measures Responsible to work with mental health, the social work executive and VA leadership through review of accreditation standards and policy implementation of these standards within the program. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: Authorized; Regular Telework 3+ days/PP. This position is authorized for telework but has not been authorized as virtual or remote (i.e., the must be able to work at the location the position is being announced for). The incumbent may be required to travel to other VA campuses and CBOC's. Selectee may be required to work at any VA Maine Healthcare System campus, as needed. May be required to attend conference at other facilities or other VA sites on occasion. Narrative responses to the knowledge, skills and abilities (KSAs) may be required from the selectee in order to proceed with the appointment. Veterans' preference does not apply for internal or other current permanent Federal agency employees. This position is covered by locality-based comparability pay.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations Supervisory Social Worker GS-13: Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Physical Requirements: The work performed will be both within the medical center and in the community as needed. The environment involves everyday risks or discomforts which require normal safety precautions typical of offices, patient rooms, and in general, the medical center. It also involves normal risks associated with a medical center, including exposure to contagious diseases and disturbed patients. Activities include sitting, walking, and standing, bending and carrying such items as books, papers, and files. In carrying out responsibilities it may be necessary for the incumbent to travel into the community where he/she conducts interviews with the veterans, their families, representatives of community health and welfare agencies and law enforcement agencies.
