This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Medical Occupations to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Community Health Nurse, New Parent Support Program at Fort Eisenhower, GA.

Duties

As a New Parent Support Program (NPSP) Nurse, Home Visitor (HV), works under the general supervision of the Family Advocacy Program (FAP) Manager who defines objectives and changes in policy. Works in accordance with state laws, hospital regulations and policies, and standing operating procedures. Coordinates and directs the installation NPSP independently. Provides highly specialized primary, secondary and tertiary intervention services of an advanced nature and considerable difficulty through home, hospital/clinic, office, and telephone contact to active-duty military personnel and their families. Assesses, plans, develops, implements, and evaluates services for high-risk families, including case management, family health counseling, education, family planning, role modeling, client/family advocacy, and consultation. Collaborates with military and civilian agencies to ensure continuity of care. Serves as liaison and expert consultant to medical, installation, and community agencies for matters concerning primary, secondary, and tertiary prevention services in complex cases. Provides information crucial to recognition of the medical impact of child and sexual abuse; signs of physical, emotional, and mental deviation from normal; provision of emergency services; crisis intervention, etc. As New Parent Support Program (NPSP) Nurse, develops and manages the NPSP for families in which the mother and/or father are first time parents or the child is the first child of the current relationship. Provides home based primary and secondary nursing prevention services to identified families who volunteer for the program. Conducts pre- and post- case assessments, to measure program effectiveness. Maintains case progress documentation, along with data collection, outcome measures, statistical analysis for program evaluation, and complies with Accreditation Standards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • May occasionally be required to work other than normal duty hours.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Community Health Nurse: Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes providing comprehensive community health nursing care, educating patients or community on health promotion or disease prevention topics, and coordinating patient care. OR Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field including but not limited to Health Science, Public Health, Clinical Research, Nursing Administration. EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet one of the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program OR 3 full years of progressively higher level graduate education from a professional nursing program.
