Duties
Serve as the Chief of Referral Management, and principal advisor to the Medical Treatment Facilities (MTFs) with regarding Referral and Network Management issues.
Provide ongoing support and guidance to aligned MTF staff on Referrals, Network Management, and other appropriate managed health care principles.
Direct operational responsibility for both local policy development and execution of referral and Network management.
Implement, manage, and evaluate the MTF’s Referral and Network Management and other key components of the assigned MTFs Referral Management and Network Management.
Oversee referral management programs and activities.
Plan work to be accomplished through subordinates’ supervisors or leaders, sets, and adjusts priorities, and prepares schedules for completion of work.
Develop employee performance standards and makes formal and informal appraisal of work, giving advice, counsel and/or instructions to employees as required in accordance with the DoD Performance Management Appraisal Program (DPMAP).

- This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.

- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Moderate to heavy lifting up to 50 pounds is required.
- Must be able to obtain and maintain certification in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Trauma Nursing Certification Course (TNCC).
- May include shift work (evenings, weekends, holidays).
- May require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals).
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.

Basic Requirement for Supervisory Nurse (Referral and Network Management):
Degree: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).
Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the
Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is
required for individuals who graduated from foreign nursing schools.
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610
occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming
this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human
Resources Office to validate your status.
Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program
was completed by the applicant.
Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United
States.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Professional Nursing Experience: One or more full years of professional nursing experience which includes providing support and guidance to aligned MTF staff on Referrals, Network Management, and other appropriate managed health care principles and overseeing nurses in a variety of areas (such as distributing/assigning workload, scheduling nursing staff, and training nursing staff). This definition of professional nursing experience is
typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the
qualification requirement using experience alone-no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
