Duties

As a Health Scientist you will: Provides overall managerial oversight and support for a portfolio of countries. As part of this role, supervises, advises, and mentors overseas office Directors and is knowledgeable and aware of all aspects of international CDC management and representational activities and operational issues and challenges. Maintains ongoing bi-directional communication regarding field management and operations with overseas office Directors, agency field representatives (where no office is present), and GHC leadership at headquarters. Ensures leadership coverage when there is a vacancy or in circumstances where extended leave is required for leadership. Conducts site visits when appropriate and ensures programs are aligned with agency and Center mission, support for consideration of management approaches, and may mediate cross-program issues in the field office management area. Supports and ensures achievement of "One CDC" approach for support of field office activities. Communicates regularly with Center leadership on major country challenges and successes and transmits key information. Solves problems on a variety of issues (e.g., crisis management, high-level visits, , interagency challenges). Serves as advisor on GHC and CDC policies and management procedures). Meets with various high-level government personnel including the Department of State (DOS), USAID, the Department of Defense (DOD), HHS OpDivs, the Peace Corps, Ministries of Health, and the World Health Organization. Serves as an advisor to the in the formulation of long-and-short-range plans, operating policies, and strategies for continuing the goals of the Center and CDC as it relates to the overseas programs. Collaborates with other program technical managers, CDC Divisions and Centers, and other Federal and non-Federal organizations to ensure coordination of overseas activities in observance of the CDC Overseas Governance Policy. Supervises overseas Director positions and mission Support staff at headquarters. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work, when necessary. For overseas Directors, provides necessary direction and guidance for execution of the CDC governance document and related representational work in the field. Assigns work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees. Gives advice, counsel, or instruction to employees on both managerial work and administrative matters. . May advise on some operational issues in coordination with the Office of Overseas Operations. Identifies developmental and training needs for employees and provides for or arranges for needed development and training.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Basic Qualifications: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Minimum Qualifications: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: leadership providing scientific advice and recommendations to domestic and international organizations as it relates to a public health programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
