What General Information Do I Need To Know About This Position? This is an interdisciplinary position.

Duties

As a Supervisory Physical Scientist/Geographer within the National Land Imaging, some of your specific duties will include: Directly assists the NLI Program Coordinator with strategic program management, oversight and execution of the $116 million NLI Program, providing funding to more than 500 government and contractor employees across a dozen USGS science centers, developing and promoting the strategic vision for the program, and providing daily program policy and oversight. Represents the USGS and the DOI in discussions and deliberations regarding such matters as collaborative remote sensing data management and satellite engineering efforts with other federal agencies and partners; international cooperative efforts, ongoing activities and future partnerships; facility, staffing, and other resource issues; program monitoring; licensing of remote sensing technology and satellite and space policy decisions; and civil science applications of intelligence capabilities. Provides oversight and supervision for the NLI Program's headquarters staff. Directly supervises the NLI Program Senior Scientist for Ecosystems, the NLI Program Branch Chief for Requirements, Capabilities and Analysis, the NLI Program Branch Chief for Outreach and Collaboration, and the NLI Program Branch Chief for Business Operations, as well as the NLI Program Secretary/Administrative Assistant. Monitors the NLI Program's science, technology, and data achievements, and evaluates the program's success in meeting DOI, USGS, CSS, and stakeholders' goals. Evaluates specific research and operations projects funded by the program, and coordinates with USGS science centers in managing performance and establishing annual goals for these activities. Plans, documents, and oversees long- and short-range budgetary requirements and activities for the NLI Program, including formulating budget initiatives for science, technology, and operations; and annual allocation of resources for the program.

BASIC EDUCATION REQUIREMENT 0150: Applicants must meet A or B below to satisfy the basic education requirement for Geographer, all grade levels. A. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. **OR B. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. BASIC EDUCATION REQUIREMENT 1301: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels. A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. **OR B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-15: In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-15 level: One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-14 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of such experience could include managing Earth observation programs or projects including elements of development or operations, particularly those with interagency or other partnership aspects, to include commercial activities. Other experience should include working with remote sensing technology or applications, interfacing routinely with industry or academia, and engaging in international or domestic partnerships. Experience in managing either government or contractor personnel is mandatory. Experience in managing budget processes, including annual budget execution or formulation, is also mandatory. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
