Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Program Specialist, you will:
Responsible for performing management, administrative and/or program support work, such as planning, research, analysis, correspondence control, communication, and/or liaison relating to suspension and debarments.
Plan, accomplish, and/or manage special projects relating to suspension and debarments.
Manage and/or prepare responses to compliance correspondence in an organization; and/or acts as a liaison or handles communication with persons and/or groups within and outside of the organization.
Serve as a primary liaison with critical persons and groups from both within and outside the organization, speaking for the principal on complex issues related to sanctioned individuals and company affiliations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes experience coordinating and overseeing projects analyzing and evaluating program goals.
Examples of such experience could include:
- Reviewing and finalizing correspondence to publication standards; OR
- Independently researching and analyzing policy, regulations, or standards covering extensive portions of an organization's programs, activities, or functions with recommendations to senior management; or analyzing fluctuating conditions and unusual factors and implementing recommendations to resolve administrative issues; OR
- Independently reviewing information from assessments to implement action plans, conducting final reviews of subject matter and independently preparing data reports for senior management; and independently implementing process improvements and business procedures for an organization.
For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes experience researching and analyzing information from assessments, conducting reviews to analyze and perform data analysis for reports.
Examples of such experience could include:
- Researching and analyzing policy, regulations, or standards covering extensive portions of an organization's programs, activities, or functions; or analyzing fluctuating conditions and unusual factors and providing recommendations to resolve administrative or technical issues.
OR Education: You may substitute education for general or specialized experience as follows: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes includes experience serving as a liaison and providing support for a variety of administrative responsibilities.
Examples of such experience could include:
-Maintaining a calendar, drafting and editing technical correspondence; OR
-Identifying and analyzing policy, regulations, or standards covering portions of an organization's programs, activities, or functions; or analyzing fluctuating conditions and unusual factors and providing recommendations to resolve unusual or uncommon administrative issues; OR
-Analyzing information from assessments, conducting preliminary reviews to determine the scope of the subject matter involved and assisting in data analysis.
OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree; or Two (2) full years of progressively higher level graduate education leading to such a degree, if related; or LL.B. or J.D., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.
For the GS-09 you must have been at the GS-07 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
