The incumbent will serve as a Program Specialist (MTZ) working directly under the Assistant Hospital Housekeeping Officer of the Environmental Management Service (EMS) in the Northern California Health CAre System (NCHCS). The position is located at the East Bay Division (Martinez) and is responsible for providing Guidance and/or advice to achieve effective overall objectives, goals, and policies when dealing with unusual situation in The Quality Assurance Programs(s).
Duties
Major duties and responsibilities include the following but are not limited to:
Serves independently as the Program Specialist, also known as the Quality Assurance Specialist, for all internal and external Housekeeping Quality Control Programs of Environmental Management Service
Implements overall program management guidance and policy
As the Contracting Officers Representative (COR), his/her primary responsibility is to administrate and provide any advice on the housekeeping contractual work involving the development, coordination, and direction of effective hospital housekeeping programs
Provides management with concern with the overall quality assurance program, accountability regarding quality, or the technical aspects of training
Develops contract surveillance plans in accordance with the Quality Assurance Performance Standards (QAPS)
Certifies all aspects of a housekeeping contractor's efforts at satellite locations, recommends to the Contracting Officer any/all recommended changes to increase contractor's efficiency provided to customers.
Provides internal supervisors, or contracted services, the surveillance techniques and procedures to use in inspecting the housekeeping operations and determine the overall efficiency and effectiveness of the service or program.
Work Schedule: Varies, must work weekends and holidays

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge require skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. ; knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.; skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related with a major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .
