This position serves as Program Specialist (Dental) GS-0301-09 within the Dental Service Stockton
Clinic at the Veterans Affairs Northern California Health Care System (VANCHCS). The VANCHCS offers a full range of comprehensive health care services including Dentistry, Geriatrics and Extended Care and Imaging to name a few. This position reports directly to the Administrative Officer of Dental Service and is expected to work closely with Supervisory Dentists and the Chief of Dental Service.
Duties
Major duties include, but are not limited to the following:
The incumbent will assist with coordinating and performing the Dental Service's administrative
activities. The duties and responsibilities include but are not limited to the following:
Regularly assist the Administrative Officer with the completion of onboarding and
out-processing human resource staffing activities.
Responsible for coordination of dental specific programs to include peer review,
environment of care, and digital dentistry.
Ensures the efficient operation of the programs and advises the managers of the
various resources available to meet their needs.
Establishes operations guidelines, coordinates activities, and resolves technical work problems not covered by established policies.
Serve on various committees at the local levels in an advisory capacity as appropriate.
Collects analyses; validates various data concerning patient care and administrative
activities; and generates reports to benchmark or performance standards.
Acts as liaison between
Community Care Office, community provider, Dental Service and patients referred to community.
Responsible for drafting and maintaining Standard Operating Procedures to ensure that
program support staff across Dental Service are effectively knowledgeable of their duties and to ensure
that alternate coverage is effective when needed.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: Familiarity with GovTA , computerized Patient recored systems (CPRS) and Microsoft Suite.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides day to day management oversight of all administrative work and program activities for the department. Evaluates administrative/clinical programs and issues. Performs analytical/evaluative work associated with program activities,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR,

Physical Requirements: The work is primarily sedentary. The Program Specialist may sit comfortably to do the work. Some walking, standing, bending, carrying light items and occasional errand runs are required. Travel may be required to other NCHCS sites as needed. There are no unusual physical demands.
