This position is within Clinical Science Research and Development (CSR&D) Service, Office of Research and Development, at VA Central Office in Washington, DC. The Service is one of four components of the Office of R&D within the Veterans Health Administration, Department of Veterans Affairs. *** This vacancy may be filled in Washington, DC or a location to be determined in a VA facility or other VA-leased space***

THIS IS A VIRTUAL POSITION, The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%. Duties include, but are not limited to, the following: Develops Policies and Procedures 20% Advises and supports the Director/Deputy Director of CSR&D in the planning, development, and operation of the CSR&D Service. S/he shares collegial, collaborative, and fully informed relationships with the Director/Deputy Director. Serves as principal advisor in a particular area of research (i.e., mental health research); develops statements of goals, policies, priorities, and plans for the full range of research concerns for the Service. Program Evaluation and Administration 20% Analyzes the needs, strategic plans, and goals of CSR&D and make recommendations for new directions, initiatives, policies, and procedures. Participates routinely in senior management and policy decisions regarding strategic planning, priority setting, staffing, budget, and operations; administers screening, advisory, and approval processes for CSR&D. Portfolio Management 60% Serves as the lead within CSR&D for the development, refinement, and implementation of his/her respective portfolio. S/he collaborates with colleagues within CSR&D, RR&D, BLR&D, HSR&D, and the Chief R&D Officer in their portfolio management activities and on issues requiring expertise in the principles, practice, and research methodologies of his/her respective portfolio (basic, applied, clinical trials/translational) and in the dissemination of related information to persons inside and outside of VA. Manages assigned portfolio; develops a comprehensive strategic plan for identifying and addressing clinical research needs. Serves as the primary point of contact for all programmatic and scientific issues related to proposed, planned, ongoing and completed activities. Oversees documentation and reporting for all portfolio activities. Work Schedule: Full Time, Monday-Friday; 8:00am-4:30pm, Compressed/Flexible: Available. Remote: This is not a remote position. Qualifications

To qualify for this position, you must meet all of the below requirements. BASIC EDUCATION REQUIREMENT: Possess a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences, or allied sciences that is appropriate to the work of this position. Note: A copy of your transcripts is required, or you will not be considered for the position. AND MINIMUM QUALIFICATIONS GS-14: Possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the normal line of progression for the occupation in the organization. Specialized experience in clinical mental health research with a focus on PTSD, depression or other mental health conditions. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analytical ReasoningCommunicationComplianceGrants ManagementResearch IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
