Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs. This position will be located in either Washington, D.C. or Sterling, Virginia.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1.The incumbent is the primary community engagement coordinator for OREP for renewable energy
activities.
2. The incumbent must possess the ability to provide executive direction to gain the cooperation of functional
and technical government organizations and elements to ensure coordination of all government interests.
Serve as key advisor and reports to the OREP Chief regarding coordination of renewable energy activities
with community stakeholders.
3. Serves as the liaison to other offices within BOEM, coordinating closely with Office of Communications, to
share information and work with internal co-workers to communicate activities to ensure everyone is
updated. Establish and implement an annual stakeholder engagement plan.
Improve coordination efforts, in regard to synchronizing communication and stakeholder engagement with a
variety of key intergovernmental partners.
4. Develops and implements a proactive engagement strategy to improve coordination efforts with a variety of
stakeholders.
5. Drafts briefing memoranda, talking points, and other materials to provide up to date information regarding
ongoing interagency activities, concerns and issues for presentation to OREP and BOEM leadership.
6. Establishes and maintain key points of contact at federal, state, and local government
agencies in order to facilitate engagements between those agencies and OREP.
7. Develops and maintains relationships within BOEM and with the Interior Department to enhance BOEM's
public engagement efforts through communications materials written for the Secretary and other high-level
officials.
8. Provides leadership and detailed, objective advice on community engagement issues within
any area of jurisdiction of the OREP Chief. Assignments are difficult, highly important, and diversified in
scope. The incumbent is responsible for the completion of complex projects or program implementation.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
Salary Information
GS-15, Step 1:$163,964.00 to GS-15, Step 10: $191,900.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Building coalitions internally and with other Federal agencies, State and/or Local governments, nonprofit
and/or private-sector organizations, foreign governments, or international organizations to achieve common
goals;
2) Planning, developing, implementing, and managing a national communication program, project, strategy
or initiatives for various audiences;
3) Conducting analyses and making reports and presentations on developing federal and/or private projects;
4) Preparing and/or reviewing policy recommendations and technical proposals relative to project planning;
AND
5) Leading or supervising employees
