Duties
Summary:
The primary purpose of this position is to perform the duties of Deputy to the Director of Programs, Plans and Requirements (AF/REX), Office of Air Force Reserve, Headquarters United States Air Force and provide senior Air Force leaders with objectively based information for making administrative and programmatic decisions pertaining to Air Force Reserve and Air Force operations and management of resources.
Duties:
Plans, organizes, and directs the activities of Directorate of Plans, Programs and Requirements (AF/REX), ensuring that AF/REX complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents Office of Air Force Reserve (AF/RE) with a variety of functional area organizations. Establishes, develops, and maintains effective working relationships with a wide variety of internal and external officials.
Analyzes and evaluates Service Program Objective Memorandum for compliance with Air Force objectives.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Department of Defense Planning, Programming, and Budget Execution (PPBE), and Air Force mission, policies, and program goals/objectives, the sequence and timing of key planning events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events to include procedures, and schedules for developing Program Objective Memorandum (POM), Budget Estimate Submissions, and Financial Plans; knowledge of safety and security regulations, practices, and procedures; ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization; ability to make critical, independent decisions, present and influence top management level decisions, and support and defend decisions to higher level management; and excellent skills in applying oral and written communication to convey program/project initiatives or frame issues and their alternatives, and garner support and backing for implementation of initiative or issue resolution alternative.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
