The Incumbent will supervise staff members and manage daily operations at the assigned Imaging department Roseburg and Eugene. The incumbent is a Supervisory Diagnostic Radiologic Technologist, with specialty Computed Tomography (CT), Picture Archive and Communication System (P ACS) Technologist assigned to VA Roseburg Health Care System(V AROSHCS) and Eugene Health Care Center (HCC), Imaging Service.

Duties

Functions: a. Incumbent directly supervises, evaluates, and directs work performance of subordinates in General X-ray, MRI, MIT-Ultrasound and CT. Subordinates are located at both Roseburg and Eugene facilities shared by the adjacent DRT Supervisor when needed. b. Authority to coordinate and manage aspects of radiology and imaging services to achieve optimal utilization of the available resources to include scheduling, funding, space, equipment, and support purchases. This requires coordination of activities between local clinical supervisors, medical center leadership, VISN leadership, and V ACO. The incumbent's ability to identify and implement methods for improving the efficiency and effectiveness of performing these services and the liaison role the incumbent serves the overall operational services to our Veteran patients, heir families, and the community. c. Coordinates the patient flow through service agreements with other departments to include but not limited to Health Admin Services (HAS), Operating Room, Pain Clinic, Family Practice, Urgent Care, etc. to meet the imaging needs of other services in the facility. d. Plans work schedules to assure an even flow and distribution of work; explains work requirements and assigns work on a daily and weekly basis, accounting for all shifts; sets deadlines and priorities; develops operating instructions; identifies equipment requirements; recommends methods to improve work quality and productivity; reviews the work in progress or upon completion by spot checking, as appropriate. Directs on-the-job training for employees and provides back-up skills by cross training. Confers with radiologists to develop standard and non-standard exam protocols. e. Advises employees of the performance requirements of their positions, keeps them informed of their progress in meeting the requirements, and prepares formal evaluations of employee performance. f. Incumbent supervises technologists performing CT, MRI, Xray, fluoroscopic DEXA and Ultrasound examinations under the guidance and direction of the Chief Technologist and Radiologist. g. Assigns work based on priorities, consideration of difficulty and requirements of assignments, according to capabilities and certifications of employees. h. Decides on training needs and training requests related to employees, and reports these needs to the Chief Technologist i. Evaluates contract technologists' work (when applicable) to ensure quality and standards compliance. j. Makes decisions on work problems presented by facility supervisors, administrators, facility team leaders, similar personnel, and contractors. k. Provides advice, counsel, or instruction to employees on both clinical and administrative matters. l. Follows established Quality Assurance (QA) guidelines and protocols to ensure integrity, availability, authenticity, and confidentiality of imaging data transmitted by the various modalities. This requires personally previewing imaging coming from modalities prior to storage in the P ACS archive. Will report daily QM information to Quality Managing Technologist. m. Incumbent must be professional, cooperative and be able to work with other employees and service lines. n. Keeps abreast of current published material pertinent to the position to keep pace with the rapid growth and technological changes occurring in the field of radiology. o. Assists the Chief Technologist in managing staff resources to accomplish the needs of the Medical Center taking into consideration factors such as staffing levels, staff retention, budget, strategic planning, staff productivity, etc. The incumbent pursues data driven decisions using benchmarking, time-motion studies, and other measurable factors to assess outcomes. Assigns work based on priorities, consideration of difficulty, and requirements of assignments, and capabilities of employees. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.] Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).] May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates: Supervisory Diagnostic Radiologic Technologist: The incumbent functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs: i. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity. iii. Skill in problem solving and conflict resolution. iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound). v. Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions. vi.
