This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Duties

The incumbent's main responsibilities are in the Picture Archiving and Communication System (PACS Administrator) 60% of time. Incumbent is also required to perform DRT/CT duties as needed to the fullest of their registries (ARRT R, CT) 40% of the time. Other Duties as assigned. DRT/PACS Administrator /CT functions as the PACS Administrator and is responsible for assisting the radiology service line. Assisting encompasses daily usage, protocols for good data management, and low-level troubleshooting of various clinical information systems and/or PACS systems including CareStream, Powerscribe, Vaultara MPN Glider and Flight Console, LDAP maintenance, EHRM Cerner, Compass Router, DataBase Manager, TeraRecon, ClearRead, PACSCAN and others. Assistance is provided to Imaging Staff to impart a working knowledge of available functionality and awareness of Privacy Act and Information Security requirements. The incumbent is part of a self-directed, dynamic team and serves as the primary point of contact for the Imaging Department concerning issues involving the included systems. The incumbent provides first level technical support, which requires independent judgment and initiative as the PACS Administrator. Problems may be confined to a single customer or extend across imaging modalities and may require the use of various methods of analysis and problem-solving techniques. This may involve the initiation and analysis of data developed and preparation of recommendations. Incumbent maintains a support knowledge base and tracks customer problem resolution. The incumbent will be involved in the support and implementation of future initiatives as directed by the National Health Care database, with an emphasis on user interface, input, and training. Incumbent will provide key personnel training/instruction and guidance in the clinical information systems and PACS systems. The incumbent may provide training on data processing procedures, which includes user access and identification codes for Imaging staff. Incumbent also serves as a liaison for radiology clinical staff. The incumbent evaluates the progress of the Imaging staff trainees and provides advice and assistance in the utilization of various computer applications. The incumbent serves as a resource for the functionality/usage of existing systems, setting up hanging protocols for the doctors and maintaining PACS dictionaries and troubleshooting of systems to meet service line requirements. DRT/PACS Administrator/CT acts as a liaison between The Office of Information and Technology (OI&T), Biomedical Engineering, and user services to solve problems, and exchange information. DRT/PACS Administrator/CT performs problem solving related to the resolution of user hardware, software application, and/or system problems. Incumbent performs a variety of related hardware or software problem solving duties following various procedures specific to the hardware or the software application used. Incumbent serves as a liaison for incoming questions from various departments (Biomedical Engineering, emergency work order phone number, and Server Room) regarding the clinical information systems and/or PACS systems applications and problems. Incumbent passes trouble calls when necessary to the appropriate Biomedical Engineering Department representative and escalates trouble calls when conditions require a prompt resolution. The incumbent is responsible in maintaining manuals, S OP, reference books, and/or software instructions associated with the clinical information systems and/or PACS systems. As a DRT/PACS Administrator/CT the incumbent serves as a point of contact for software related issues for clinical information systems, Electronic Health Care Record (EHR) and/or PACS systems, such as but not limited to CareStream, TeraRecon, Vaultara, Cerner and Powerscribe for the Imaging staff. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.) Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: Diagnostic Radiologic Technologist, GS-10 Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies described at that level. Picture Archive Communication System (PACS) Technologist. The PACS technologist provides support and troubleshoots system application issues and instructs users in the proper operation of digital image processing, storage, and display systems. The technologist performs VistA radiology, VistA imaging, and PACS support activities and general ADPAC duties including user access control. The technologist coordinates contingency plans during equipment downtimes and initiates repair requests with appropriate services or vendors. The technologist provides oversight of hardware relating to PACS display workstations, applications, speech recognition hardware, and other medical imaging hardware. The technologist provides training to radiologists, technologists, and other clients in the proper and efficient use of imaging hardware and software of the integrated PACS and VistA imaging systems. The technologist provides instruction and guidance in daily operations of the ancillary systems such as: speech recognition dictation, dose reporting systems, contrast reporting systems, etc. The incumbent may function as a DRT which may include complex modalities such as CT, MR, mammography, ultrasound, and/or IR. The candidate must demonstrate all of the following technical KSAs: i. Ability to provide support and troubleshoot system application and hardware issues and instruct users in the proper operation of digital image processing, storage and display systems. ii. Ability to perform VistA radiology, VistA imaging, and PACS support activities and general ADPAC duties including user access control. iii. Ability to initiate repair requests with appropriate services or vendors. iv. Knowledge of PACS system infrastructure and functionality. v. Ability to provide training to all user levels in the efficient use of imaging hardware and software of the integrated PACS system. vi. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation. Preferred Experience: Current Admin Oracle Cerner, Carestream PACS experience within the last 2 years. ARRT (R) (CT).
