Government Information Specialist (Privacy/FOIA Officer) makes unique facility-level determinations about disclosures, issuance of denials, redactions, access, use and dissemination of federal agency records. Serves as a senior team leader and independently plans, coordinates and administers major, high priority privacy investigative cases which are integral to agency data governance objectives. The Privacy/FOIA Officer reports directly to a Senior Executive member of the VHA facility.

Duties

Include but are not limited to: Performs assessment of privacy-related risks associated with business activities that involve processing of personal and sensitive data. Leads a team to determine potential privacy risk to individuals, evaluates new and existing controls to reduce risk and documents solutions to mitigate the risks. Planning, development and evaluation of procurement and acquisitions for goods and services for the organization. Responsible for reviewing and approving business agreements such as data use agreement, memorandum of understanding and interconnection security agreements with external federal, state agencies and partner companies without supervision. Investigates non-compliance of privacy related issues at all levels of the organization and outside of the organization when VHA information is involved. Advocates for Veterans, patients and employees that are victims of privacy violations. Conducts detailed investigatory interviews with staff, patients and vendors to collect facts in response to privacy complaints. Identifies privacy risk within the organization and ensures corrective action is taken to mitigate the safety of patients' privacy. Develops and integrates policy based processes, roles and controls that influences how data is created, collected, used, stored and destroyed throughout the organization. Classifies and addresses issues stemming from conflict of regulations and laws and differences in compliance with facility business practices. Completes other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and executes strategic management initiatives establishes areas of control of information within the facility and interfaces with business operations. Analyzes interrelated issues that affect the Privacy/FOIA program. Plans, coordinates and administers major, high priority privacy investigative case that are integral to agency data governance objectives. Develops and integrates policy based processes, roles, and controls that influences how data is created, collected, used, stored, and destroyed. Initiates and conducts internal compliance reviews, assessments and audits. Prepares response to inquiries including those from Congressional Offices, Human Resources, and, Office for Civil Rights. Analyzes and evaluates complex data, conducts meetings, briefings and suggests potential administrative action to leadership pursuant to a privacy violation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. There is lifting and carrying of such items as record boxes and bulky files.
