Government Information Specialist position is at Miami VA Medical Center, and is organizationally aligned in the Associate Director's Office. Contributes to the fulfillment of the VA mission and vision by planning, designing, implementing and maintaining appropriate and effective program, policies & procedures in VHA facility. In addition, the position promotes an awareness of privacy principle consistent with the mission, vision and values of the organization and those required by Federal law.

Duties

Government Information Specialist fulfills the role of liaison with the facility staff by ensuring that information received is disseminated to the areas employees adhere to mandates from regulatory agencies, and that monitoring is conducted to ensure VA policies and procedures are being followed. Duties include but are not limited to: Implements, manages and evaluates the Privacy and Freedom of Information Act programs in the facility by distributing information, preparing facility-specific guidance, reviewing facility processes and products for compliance with program requirements, and assessing the facility privacy posture through periodic evaluation of the facility's collection, use, storage and maintenance of sensitive personal information. Coordinates program implementation and management with higher organizational levels and prepares required reports and provides information as requested. Actively participates on the weekly Environment of Care rounds. Develops facility-specific privacy and FOIA training material, as needed, and provides training within the facility to staff and programs, as required. Processes complaints and investigates allegations of illegal or improper activities related to the handling or release of privacy protected information. Initiates and conducts internal compliance reviews, assessments and audits within the facility and conducts privacy assessments at the facility by going on Administrative rounds on a regular basis. Identifies and recommends corrections to specific and systemic problems identified. Prepares meeting minutes, develops meeting agendas, and ensures completion of assigned action items to committee members. Completes other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advising management and staff on Title 38 Unites States Code (U.S.C.) Sections 5701, 5702, 5705 and 7332, Privacy Act (PA), Freedom of Information Act (FOIA) and, where appropriate, the Health Insurance Portability and Accountability Act (HIPAA) requirements, policies, and procedures and ensure that facility managers and staff understand a fulfill their responsibilities; Developing facility privacy and FOIA policies and procedures in compliance with Department and Administration privacy policies and ensures appropriate implementation within the facility; Processing complaints and investigates allegations of illegal or improper activities related to the handling or release of privacy protected information; Preparing responses to inquiries, including those from Congressional Offices, Human Resources, and where, appropriate, Office for Civil Rights; Serving as the Records Liaison Officer for Privacy and FOIA and provides proper maintenance, storage and destruction of FOIA and Privacy records though the use of established spreadsheets, checklists and monitoring tools; Completing special projects and action items received by the VA Privacy Office, VA Regional Office, State and local government agencies, and other VA facilities for review by the Privacy Officer or Medical Center Director. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education. You will be rated on the following Competencies for this position: CommunicationsComplianceCustomer Service (Clerical/Technical)Technical Credibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: There are no unusual physical demands. The work is primarily sedentary in an office setting.
