Duties

Serves as Primary Manager and Subject Matter Expert (SME) for Intelligence, Mission Planning, Industrial Security, and Geospatial Information Systems (GIS) (digital and analog Maps, Charts, & Imagery). Provides effective and responsive management, collection, storage, and distribution of all intelligence, mission planning, personnel security, and GIS related products. Group Mission Planning Manager providing intelligence and mission planning support for the training enterprise (TRS, OSS, FTUs, and ATARS). Provides systems and material support for all 58 OG units to meet all aircrew training production requirements. Primary 58 Special Operations Wing Foreign Disclosure Officer (FDO), managing the secure training of all foreign exchange officers (FEO), within the guidelines of the Secretary of the Air Force International Affairs office. Manages industrial and personnel security programs for FEOs and designated foreign distinguished military key leader visits. Primary Manager for NGA Geospatial Information Systems (GIS) products and SME for real-world mission rehearsals and aircraft accident investigations using planning systems and flight simulators. Provides current data for flight planning, training, visual database development for contractor Database Generation Systems (DBGS) and Simulator Data Base Facility (SDBF) offices.

  • An advanced intelligence-related or professional/scientific degree is desirable. Extensive advanced intelligence- related military experience will be considered.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include extensive knowledge of a wide range of analytical principles, practices, concepts, and methodology of intelligence programs sufficient to preform independent assignments of complex information/situations attained from multiple sources, to include database manipulation to support operations. Skill in writing intelligence reports, conducting intelligence briefings and required intelligence products to senior audiences for decision-making purposes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of full range intelligence principles, practices, concepts, and research methodology to perform independent oversight of execute Intelligence, Mission Planning, Industrial Security, and Geospatial Information Systems (GIS) support; knowledge and experience of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation. Knowledge of the national intelligence community, Joint, DoD structure and mission/functions, inter- relationships and operations. Must have experience in intelligence production programs and collection systems. Skill in writing intelligence reports and briefing intelligence and related technical issues is required. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations leadership for decision-making purposes and student audiences in support of training requirements. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations based on mature judgment and experience and present a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Emergency Essential: This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Ref: AFI36-129, dated 17 May 2019. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
