OPEN TO THE PUBLIC The primary purpose of this position: An Intelligence Analyst providing technical analysis and analytic support in the acquisition and employment of current and future Air Force capabilities. *** Salary ranges includes local market supplements *** The organizational location of this position: Intelligence Branch, Directed Energy Directorate, Air Force Research Laboratory, Phillips Research Site, Kirtland AFB, NM.

Duties

DUTY 1: Serves as an Intelligence Analyst supporting acquisition processes and programs. Provides Air Force programs/initiatives with high quality intelligence and intelligence support to identify and minimize cost, schedule, and performance risks as early in the system's life-cycle as possible. DUTY 2: Conducts semi-complex to complex analysis of multi-source intelligence. Interprets and makes analytic judgments on broad-based and domain/discipline specific intelligence products, applications, capabilities, and resources in support of acquisition intelligence and intelligence support activities. DUTY 3: Identifies requirements and presents ISR capabilities to a variety of acquisition customers. Provides customers intelligence information and analysis derived from ISR assets to support effective development, fielding, employment, sustainment, and improvement of Air Force capabilities. DUTY 4: Serves as a functional expert on specific ISR programs, systems, or issues. Makes recommendations and defends intelligence positions to the program office, directorate and/or center leadership, and other command-level or external customers.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • PCS expenses WIILL NOT be authorized
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having quality level experience which demonstrates providing advice on Intelligence, Surveillance, and Reconnaissance (ISR) Cyber Digital Network missions, administering or performing work in the collection, processing, reporting, analysis, evaluation, interpretation, and dissemination of information and/or products on political, economic, social, cultural, physical, geographic, medical, scientific, or military conditions, trends, and forces in foreign areas which directly or indirectly affect the national security. Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapons systems life-cycle; Acquisition Intelligence analysis mission and strategy. These positions require a basic knowledge and understanding of one or more of the natural or social sciences. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the intelligence cycle and policy and guidance, and the structure, organization, roles missions, and inter-relationships of the national, DoD, and USAF IC. 2. Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapons system's life-cycle; Acquisition Intelligence analysis mission and strategy; and the roles and responsibilities of MAJCOM's field intelligence offices in support of USAF research laboratories, acquisition program offices, life-cycle management, nuclear, sustainment, and system testing enterprises. 3. Knowledge of a comprehensive range of intelligence research methods, techniques, practices, and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of clients. 5. Skill in communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and decision briefs. 6. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations , based on mature judgment and experience under conditions of urgency and competing resources to present and/or defend a position effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
