THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Supply Technician, Position Description Number T5807500 and is part of the 158th Logistics Readniess Squadron of the Vermont Air National Guard.

Duties

This position is located in the Materiel Management Flight of the Logistics Readiness Squadron, Mission Support Group, at an ANG Aviation Wing. The primary purpose of this position is to function as the installations technical expert in the management of centralized inventory functions and provide services in support of inventory control, storage, cataloging or supply identification, property utilization and accountability including those with automated or manual supply accounting systems. MAJOR DUTIES: 1. Responsible for centralized inventory management accountable under the guidance of the United States Property and Fiscal Office (USPFO), to include warehouse assets, supply points, readiness spares, and WRM assets at prescribed frequencies. Ensures accurate asset accountability records are maintained. Performs research to resolve all inventory discrepancies. Conducts inventory research to identify root causes, trends of inventory discrepancies/adjustment, maintains inventory trend charts, and performs corrective actions needed to prevent further out-of-balance conditions. 2. Prepares and publishes the master inventory schedule of all categories of property as outlined in Air Force Manuals and Instructions. Ensures all sections or flights affected receive notification of pending inventories. Responsible for the Inventory Adjustment Register (M10) accountability. Ensures the M-10 is certified and approved by responsible parties. Manages and controls all rejects from item records frozen for inventory. Assist the EAE in performing the semi-annual COMSEC/CCI, Weapons reconciliation, and monthly inspections in accordance with regulations. 3. Provide guidance to other Logistic Readiness sections to ensure compliance with DoD, Air Force and other applicable guidance in inventory management and control. Coordinates with Operations and Compliance section to ensure accurate reporting to the LRS/CC/AO in accordance with regulation *Performs other duties as assigned.

  • This position is covered by the Domestic Violence Misdemeanor Amendment(30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is an Indefinite tenure appointment not to exceed a maximum of 4 years from the start date.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those current Vermont National Guard employees who are in a permanent or indefinite technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. BASIC REQUIREMENTS: Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operations support. Experience coordinating with other organizations on complex and controversial supply issues. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): --Thorough knowledge of governing supply regulation, policies and procedures to conduct extensive research for required information as it pertains to inventory management. Ability to interpret supply records to reconstruct cause and need of inventory adjustments. Extensive knowledge of supply principles in the field of Material Management. Knowledge of trend analysis as it pertains to inventory management. Knowledge of HQ Air Force directed inventory requirements as dictated by Air Force Manuals and other DOD regulations. --Knowledge of established supply regulations, policies, operations, procedures, and other instructions applicable to the specific assignment. Knowledge to conduct extensive and exhaustive searches for required information in order to reconstruct records for complex supply transactions. --Knowledge and ability to perform routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management, such as inventory management, excess property, storage management etc. OR EDUCATION: Successful completion of one full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade-point average or honor society membership. NOTE: You must submit a copy of official transcripts. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate level education (beyond a bachelors) and specialized experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of official transcripts. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITION OF EMPLOYMENT & NOTES: -This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. -This is not a permanent appointment. -This is an indefinite tenure appointment not to exceed one year. -The incumbent will be separated at the expiration of the term of appointment. Superior Academic Achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for Superior Academic Achievement (S.A.A.) is described in the OPM General Schedule Operating Manual.

  1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991).
