This position is located in the Small Business Administration, Office of Diversity Inclusion and Civil Rights-EEO in Washington, D.C. The incumbent of this position carries out Congress' directive to federal agencies in the Administrative Dispute Resolution Act (ADRA) of 1996, ensuring the executive branch uses Alternative Dispute Resolution (ADR) to enhance the operation of the Government and better serve the public.
Duties
This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles.
To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated.
Represents SBA as part of federal interagency committees and coalitions; coordinates with agency counterparts to share appropriate information, identify emerging trends, and maximize effectiveness; conducts formal and informal benchmarking of SBA's policies, procedures, and program against other federal agencies' and private sector programs.
Provides administrative and technical supervision to CRC staff, ensuring high-quality work product and customer service.
Assigns and oversees casework and projects to CRC staff, including Conflict Resolution Specialists, interns, detailees, etc.
Establishes work priorities, issues guidance and instructions, assigns work, and provides counseling on technical and administrative matters.
Leads and manages SBA's agency wide conflict resolution program, ensuring program quality and effectiveness, providing primary oversight of program management and performance. Develops and implements agency wide policies and procedures in alignment with Federal and Agency policies.
Ensure full compliance with the confidentiality and neutrality legal requirements of the Administrative Dispute Resolution Act (ADRA) of 1996 and ensure all clients understand and comply with confidentiality requirements.
Requirements
- You must be a U.S. Citizen.
- Appointment will be subject to the applicant's successful completion and favorable adjudication of a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector that includes: providing leadership, guidance, and assistance to leaders, managers and employees seeking professional conflict management services. Serve as a technical expert on policies and procedures related to conflict resolution processes and techniques. Customized conflict resolution services such as; conflict coaching, facilitated discussions and group facilitation for cases involving 1-75 employees.
