This position serves as the Administrative Officer for Community Care at the Kansas City VA Medical Center (KCVAMC). The primary purpose of this position is to administratively lead the Community Care Service at KCVAMC in the main Medical Center and multiple Community-Based Outpatient Clinics (CBOCs).

Duties

Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and ensures management officials are familiar with the negotiated agreement. Plays a central role in developing and coordinating internal review systems to ensure that both clinical and administrative activities comply with agency and accrediting and regulatory requirements. Serves as a key figure in manpower utilization program, ensuring recruitment and retention within approved ceilings are maintained. Develops programs, policy guidance, Standard Operating Procedures (SOP's), reporting procedures, and information systems to ensure that quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and service. Researches problems related to episodes of care and rejected payments, resolving common errors in transmittals, calculations or transposition of figures that may have occurred. Prepares budget package for submission to the budget office and responds to all questions from that office. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For GS-11 grade level: You may qualify based on your specialized experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies of the efficiency and effectiveness of program operations and substantive administrative support functions (internal activities or functions such as supply, budget, procurement, or personnel that serve to facilitate operations); Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources sufficient to plan an internal control system that ensures fiscal management and maintains on a sound basis in accordance with generally accepted practices; Ability to communicate verbally and in writing with a variety of people from different backgrounds and different levels of understanding including clerical, technical, administrative, and professional (medical and non-medical) people at all levels in the agency, to explain, obtain, and adhere to the objective of patient care. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed aPh.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related leading to such a degree in amajor field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. [Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage ofwhat is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. For GS-12 grade level: You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsibilities include a wide variety of administrative functions related to care coordination services (financial analysis, programmatic oversight of eligibility and referrals, contract development and information management, clinical/financial feasibility studies, and support in strategic planning efforts); Develop a plan that includes long-range direction, identification of the work to be done, project scope, and completion deadlines; Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization to represent management at labor management meetings, provide information, and resolve conflicts and/or problems that may arise and ensure management officials are familiar with the negotiated agreement. You will be rated on the following Competencies for this position: Administration and ManagementBudget AdministrationCustomer Service (Clerical/Technical)Database Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required in regard to activities such as meeting setup, health fair venues, and management of the equipment inventory list.
