This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Regional Operations, located in Kansas City, Missouri. **This announcement will be open for 05 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

The purpose of this position is to provide administrative and operational leadership. The incumbent serves as the focal point for integrating and coordinating overall administrative functions for the assigned office and serves as the principal advisor on administrative services. The incumbent fosters internal and external planning and coordination in all aspects of administrative program functions. Duties Include: Develops, organizes, and conducts various studies relative to work methods and procedures, organizational development, utilization of human resources (HR), special projects, or assignments, etc. Conducts in-depth analysis, evaluates findings, makes recommendations, and implements solutions to complex problems to enhance the offices management and administrative programs and systems, policies, and procedures. Provides advice and recommendations both orally and in writing on administrative matters and advises on the administrative feasibility of operating plans, suggestions, and proposals. Guides the development, maintenance and operational access of various administrative databases and spreadsheets used for analyses and decision making by all levels of management. Develops allocation reports and analyzes monthly budget data to monitor and modify spending, as necessary. Negotiates resolution of budgetary differences. Establishes and oversees procedures for receipt, review, and follow-up on requisitions for purchases for Federal and special funds. Interprets policies and procedures concerning all aspect of travel and reimbursement for travel expenses for all orders and vouchers within assigned areas.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing ALL the duties listed below: Providing leadership and serves as the focal point for integrating and coordinating the overall administrative functions for an assigned office. Serving as the principal advisor on all aspects of human resources (HR), financial management, procurement, travel, organizational development, emergency planning, time and attendance, property management and other administrative services. Analyzing and evaluating existing administrative processes, evaluating alternative solutions, and recommending appropriate courses of action. Utilizing personnel policies, procedures and resources to identify, research, consider options, make recommendations and implement plans regarding sensitive personnel issues. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
