This position is located within the Research and Development Service at the VA Medical Center in Kansas City, Missouri, with primary responsibility in planning, designing, developing and directing the total and complex administrative duties of the Medical Research Program. Oversees the administrative aspects of the research program to include financial management, human resource activity, grant proposal preparation and submission.
Duties

Clinical Research Service Analytical Duties:
Provides guidance and review of relevant regulatory documents and standard operating procedures;
Ensures compliance with VA and other federal regulations regarding human research studies to include facilitating reporting, policy design and memorandum of understanding in collaboration with the IRB;
Supervises the agenda preparation for committee meetings to include providing background information relevant to agenda items;
Provides guidance and review of relevant regulatory documents to meet and ensure compliance with accrediting organizations regarding animal studies (i.e. Association for Assessment and Accreditation of Laboratory Animal Care [AAALAC]);
Ensures Operation of the Laboratory Animal Research Facility meets the needs and standards of the VA;
Oversees preparations for site visits of the animal research facility by AAALAC;
Oversees the operation of the subcommittee on Research Safety and Institutional Biosafety committee and Research Service Safety and Security Program;
Advises and oversees all aspects of merit review proposal submissions;
Compiles information and prepares reports, correspondence, and surveys;
Assumes the role of public relations representative for the R&D program;
Administrative Operations Duties:
Oversees personnel management matters with the Human Resources Service;
Assists supervisors in preparing performance requirements, recommendations for performance awards, and preparing position descriptions for classification;
Ensures a system is in place to appropriately track and provide compliance with the credentialing of all research personnel;
Documents all mandatory educational requirements are met as well as, ensuring updates and notifications are given to all appropriate research personnel regarding training opportunities;
Participates in the recruitment efforts of the scientific and clinical researchers;
Coordinates with the Fiscal Service in all matters related to the allotment and expenditures of various research program funds;
Manages an annual budget distributed among many separate programs;
Keeps accurate records of expenditures, obligations, and balances available;
Forecasts accurately the financial needs of the research program;
Performs surveillance, evaluation and planning of efficient utilization of space based on constantly changing and increasing research program demands;
Reviews and approves all requests for supplies, equipment and services from investigators/research personnel;
Supervisory Duties:
Plans work to be accomplished by subordinates;
Sets and adjusts short-term priorities;
Evaluates work performance of subordinates;
Gives advice, counsel, or instruction to employees on work and administrative matters;
Interviews candidates for vacant position;
Recommends on various personnel actions such as appointments, promotions, reassignments, etc.;
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to higher level supervisors or manager;
Identifies developmental and training needs of employees;
Performs other duties as assigned.

Qualifications
To qualify for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience is experience where you were responsible for providing a variety of management services essential to the direction and operation of a clinical research program to include budget/fiscal management; human resources/personnel management; analyzing and evaluating data to ensure the efficiency and effectiveness of a clinical research program; ensuring staff are kept updated on clinical research regulatory changes through informal/formal training. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Preferred: It is preferred that applicants have experience and/or education (i.e. MS or PhD level) in medical and/or biological sciences with working knowledge of Word, Excel, Power Point and statistical programs (ANOVA, SQL, SPSS, SAS, etc.).

Physical Requirements: The work is primarily sedentary although some slight physical effort may be required (e.g. ambulation, but no heavy lifting or exertion). Inherent to the work are numerous deadlines and problem-solving challenges. The ability to make rapid decisions and to prioritize or triage goals under time and workload pressures is essential.
