Duties
Conduct for day-to-day control and management involving the formulation, execution, and/or analysis of the organization’s budget and funding requirements
Make recommendations for development and implementation of procedures for financial management and budgeting functions in support of organizational programs/activities.
Conduct budget formulation involving review and preparation of budget estimates and financial plans.
Analyze budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions.
Summarize budgetary data from source documents, automated budgetary systems, accounting records, and reports for use in preparing budget estimates and annual financial plans.
Conduct budget execution and administrative work involving monitoring obligations and expenditures of funds.
Execute reprogramming and adjustments of funding to cover short falls, unanticipated expenses, and/or unexpected emergencies, identifying and referring to higher level officials reprogramming actions which require prior approval.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
- This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- This position requires a Financial Management Level 1 certification in accordance with National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Minimum Qualifications for GS-09:
Specialized Experience: One year of specialized experience which includes utilizing financial systems to maintain and/or track budget data; providing consultation and assistance for budgeting concerns; and preparing justification statements to support fund requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting or finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
