The primary purpose of this position is to serve as a first level supervisor, Chief of Financial Management, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Air Force Reserve Command (AFRC) , McConnell AFB Financial Management Office. Financial management is responsible for the overall management of the financial and budgetary operations of the AFRC McConnell organizations.

Duties

Develops goals and objectives that integrate organization and financial management objectives. Researches, interprets, analyzes, and applies a variety of financial management guidelines, policies and regulations. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Provides advice, assistance and guidance on budgeting and related information. Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by Air Force headquarters or HQ AFRC. Conducts analysis, reviews and special studies of budget and/or related information. Reviews and assesses the long term effects of budget guidelines and new or revised legislation on assigned programs. Manages a variety of other Air Reserve Command financial programs. Oversees operation of the reserve pay function to assure proper payment of reservists. Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other AF and AFRC guides which apply to assigned organizations and programs, sources, types, and methods of funding (e.g., direct annual, multi-year, and no year appropriations; apportionments, allotments, and/or transfer of funds from other agencies); and budgetary and financial relationships between assigned budgets and budgets and programs of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed, extensive knowledge of the agency budget policies, precedents, regulations, and guidelines and the missions, functions, goals, objectives, work processes, and sources of funding pertinent to reserve command programs/organizations. Knowledge of resource allocations and fund control procedures; cost estimating, economic analysis, and statistical techniques; AND Knowledge of automated budget and financial management systems. Knowledge of basic computer applications applicable to financial management operations; AND Knowledge of personnel management principles and practices. Knowledge of safety regulations, practices, and procedures. Ability to communicate clearly and effectively both orally and in writing; AND Ability to plan, organize, and direct functions and staff. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
