You will serve as a OPERATIONS RESEARCH ANALYLST in the Analytics, Operations & Plans, Director Maritime Operations Center of NAVMEDFORPAC SAN DIEGO CA.
This announcement uses the OPM Federal Wide direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will monitor and improve the analysis and evaluation of available data at Naval Medical Forces Pacific (NMFP).
You will provide cross-functional support for the continued monitoring and assessments of operational readiness of each of the Navy Medicine Readiness and Training Commands (NMRTCs) in the NMFPs area of responsibilities (AOR).
You will plan major studies; execute and control projects representing major organizational efforts;
You will serve as a consultant or technical advisor to general officers and senior executives; and provide innovative recommendations to advance programs.
You will utilize databases associated with the Navy and Marine Corps readiness systems and MHSs clinic information system. These systems may include but not limited to MRRS, LIMDU SMART, IDES, MIP, M2, DMHRSi, MDR, GENESIS, etc.
You will review and validate Business Case Analysis and/or Capability Based Assessment submissions.
You will provides guidance to NMFP leadership on the accuracy of submissions, providing recommendations as to feasibility and mission requirement of submitted requests.
You will evaluates and provide technical guidance on current policies and procedures of the Uniform Services, Department of Defense and federal agencies concerning cost effectiveness and health care delivery efficiency.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing operations research and data, risk, and systems analysis using visualization and/or programming tools to support decision making and in support of capability development, product development, quality improvement, or publication;
Experience applying broad areas of classical and modern advanced actuarial science, operations research (stochastics, simulation and optimization, statistics) or mathematics;
Experience using quantitative techniques to solve problems or provide alternative solutions for management on complex healthcare delivery issues in support of an organized team-based environment;
Experience designing studies and applying analytic techniques including, but not limited to, statistics, linear and dynamic programming, queuing theory, and game theory in the healthcare sector;
Experience performing modeling analyses in order to discover potential relationships between factors in various healthcare delivery environments; and
Experience applying (1) military operational planning concepts, (2) healthcare terminology; (3) functions and business practices of clinicians, medical administrators, and ancillary and support personnel; (4) hospital, medical clinic, dental clinic, and other mission-specific command administrative structures; and (5) hospital financial management objectives, business practices, internal management processes, and measurement techniques.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
A bachelor's or higher degree in operations research.
OR
Successfully completed a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
