The incumbent(s) serve as Section Chief in the Business Development Service Line (BDSL) for the Eastern Oklahoma VA Health Care system (EOVAHCS). The incumbent provides a high level of administrative support to BDSL, upper management and clinical services. The
incumbent directly supervises the MSA supervisors for Primary Care, Specialty Care, and Centralized Call Center for the facility.
Duties
Major duties of this position include, but are not limited to:
Evaluates and writes performance appraisals and provides feedback to employee concerning their performance.
Informs subordinate supervisory employees of all aspects of personnel programs of the EOVAHCS, either answering their questions on such matters or obtaining information from specialists when more technical answers are required.
Set performance standards, evaluations, initiating action on disciplinary matters, awards, labor relations, approval of leave and work schedules.
Pulls reports from the Clinical Data Warehouse or VSSC to monitor and manage standard business processes.
Involved in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment.
Use MS Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports and memoranda; and transmitting and receiving e-mail.
Recommends promotions, reassignments, or other status changes of assigned personnel, such as retention or release of probationary employees, step increases, and recognizes outstanding performance by recommending meritorious awards.
Plans work to be accomplished by subordinate supervisors; sets and adjusts short-term priorities; prepares schedules for completion of workload.
Approves or disapproves leave and recommends action in unusual cases.
Investigates patient complaints on all areas of overview and prepares written response.
Inspects work area for physical hazards/unsafe conditions and takes corrective actions immediately, keeping supervisor and service chief informed.
The incumbent(s) must collaborate with the leadership from work groups to provide input, ideas or changes that they feel would improve the processes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full Time, Monday through Friday, 8:00am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS 09 Minimum Qualifications
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of pertinent laws, regulations, policies, guidelines and procedures is required.
Knowledge and experience in the field of patient administration, both inpatient and outpatient, medical records and related fields of medical administration.
Knowledge of varied functions of computer spreadsheets, database computer applications, etc., to produce and maintain a whole variety of documents.
Knowledge of statistical (mathematical) analytical principles and computer literacy of the degree that program systems are developed, and data entry and reports retrieval can be made.
Must have a thorough knowledge of VistA, and related computer modules (CTM, Insurance Capture, Beneficiary Travel, CDW, HealthShare Referral Manager (HSRM) etc.) with specific knowledge of all BDSL packages necessary to manage, control, secure, coordinate and implement computer activities.
Must be able to effectively teach, train and orient other staff to data validation methods and monitoring systems.
Knowledge of and be able to analyze and validate reports of data, workload, and funding, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
