This position is located with the Bureau of Indian Affairs, Eastern Oklahoma Region in Muskogee, Oklahoma. NOTE: TRAVEL AND RELOCATION EXPENSES WILL BE AUTHORIZED IN ACCORDANCE WITH THE FEDERAL TRAVEL REGULATIONS, WITH THE EXCEPTION OF REAL ESTATE EXPENSES UNDER THE CONTRACTOR-PROVIDED HOME SALE CONTRACT.

Duties

Serves as a key advisor to the Region's Deputy Regional Director and others on matters related to Tribal Government. Provides technical advice and assistance on Tribal government matters to the Region’s (20) federally- recognized Tribes. Performs duties related to Self-Governance compacts/agreements and Self-Determination grants/contracts under the Indian Self-Determination and Education Assistance Act (P.L. 93-638 or ISDEA). Maintains close working relationships with Tribal councils and Tribal leaders. Provides a variety of technical assistance such as perfect amendments to organic documents. Assists others in development of amended Tribal constitutions, bylaws, codes, ordinances. Assists in execution of Secretarial Elections etc.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301). GS-13: I have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service (obtained in either the public or private sector), which involved work administering or managing program operations and activities; supervision of technical and functional program staff; review and process of tribal organic documents; referendums, grant application, tribal enrollment; tribal ordinances, economic development; review tribal grants and contracts. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
