The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the
leadership perspective of an identified high potential candidate; it is not a continuing position and assignment duration is limited to 36 months.
Duties
In a Career Broadening capacity, conducts Portfolio Management to ensure IT investments are effective, efficient, and linked to strategy.
In a Career Broadening capacity, coordinates with organization-level portfolio managers, system program managers and Headquarters Air Force (HAF) IT compliance subject matter experts to ensure systems and investments comply with applicable laws, regulations and policies.
In a Career Broadening capacity, plans, organizes and directs the evaluation, review, analysis, and assessment of solutions to a variety of complex programmatic information technology architectural and acquisition problems, issues, and studies.
In coordination with senior stakeholders both inside and outside the SAF/CN organization, develops and continually improves IT governance and service strategy development processes to ensure effective and efficient review and approval of candidate investments.

- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition

- Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Completion of a bachelor or advanced degree in STEM or cyber-related discipline is highly desired.
- Completion of grade-appropriate Professional Military Education is highly desired.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov)
BASIC EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience that equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically gained in the IT field or through the performance of work where the primary concern is IT. To be creditable, the specialized experience must have been at the GS-13 (or higher) level or equivalent under other pay systems in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of application of laws, policies, regulations, and practices related to IT portfolio management and CPIC for business systems.
2. Knowledge and experience with strategic planning methods, concepts, strategy development and performance management as they relate to IT service delivery.
3. Knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems.
4. Knowledge and experience with conducting business case analysis and evaluating project proposals against financial and non-financial factors.
5. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force and organizations that govern, interface with, and/or influence the planning and requirements process and information management capabilities.
6. Skill to plan and organize the aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, and contracting.
7. Knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code.
8. Knowledge of the Financial the Planning, Programming, Budget and Execution System.
9. Ability to communicate effectively with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing. All oral and written communications always clear, concise, and with technical accuracy.
