This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14 and the NT-4 encompasses positions equivalent to GS-11 and GS-12.
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Autonomous and Defensive Systems Department, Sensor Technology & Target Physics Branch (Coe 8511) of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will serve as the Acoustic Test Facility (ATF) Manger, providing guidance and assistance relative to design, operation, performance and maintenance of acoustic sensor, test systems, equipment and facilities.
You will be responsible for the operation and management of the ATF and associated Service Cost Center.
You will serve as the underwater acoustic measurement technology expert.
You will direct scientific and engineering work on varied and highly complex mechanical systems/subsystems by applying extensive and practical knowledge of the characteristics, properties and uses of the highly complex equipment/systems.
You will serve as the lead equipment specialist and subject matter expert (SME) on the testing and transduction devises and devised of associated systems for use in water.
You will plan/schedule work, assign tasks, oversee ongoing tests, develop and maintain the budget, oversee upgrade to existing equipment and data collection systems.
You will provide reports to ensure facility maintains a level of operation which provides a safe and healthy work environment.
You will provide day to day management of the Acoustic Test Facility.
You will develop the ATF yearly budget operating as a service cost center.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading administrative and technical projects by analyzing data, documents or drawings for acoustical measurement devices in their systems or subsystems in underwater use.
For the NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalency) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supporting administrative and technical projects by analyzing data, documents or drawings for acoustical measurement devices in their systems or subsystems in underwater use.

Education
TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
- A Ph.D. or equivalent doctoral degree in a field of study directly related to the position to be filled; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study directly related to the position to be filled; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
There are no authorized education substitutions to qualify for this position at the NT-5 level.
