This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Office of Administration in Washington, D.C.
Duties
At the full performance level (None) the major duties of this position include, but are not limited to the following:
Assists the Office Chief and administrative program leads in developing and maintaining OSMRE policies and procedures guiding the Bureau's national occupational safety and health program, medical surveillance program, emergency management and Continuity of Operations (COOP) program, sustainability and environmental compliance program, and other administrative program areas as required.
Reviews, prioritizes, and addresses substantive and very complex issues impacting the planning, implementation, and evaluation of administrative programs. Reviews proposed actions and recommendations for accuracy, responsiveness, comprehensiveness, and impact on both short- and long-term Office of Administration strategies.
Coordinates relevant actions with, and obtains additional or clarifying information from, various organizational levels within and outside of OSMRE.
Develops and recommends courses of action on a variety of taskings involving the administrative support mission of the Office of Administration. Provides procedural recommendations to the Office Chief and program leads on diverse administrative management issues.
Analyzes and advises management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency of management, or both.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
Enforcing and advising Occupational Safety and Health Administration (OSHA) standards to eliminate and/or control safety hazards in assigned areas.
Applying Federal Emergency Management Agency (FEMA) Incident Command System (ICS) principles and concepts to develop contingency procedures and guidelines in assigned areas.
Reviewing individual employee medical records and diagnoses to assess type and scope of potential occupational limitations; AND
Utilizing Environmental Management System (EMS) procedures and guidelines in assigned areas.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
