The following are the duties of this position at the full working level.
The incumbent is responsible for guiding human resources management (HRM) reporting, as well as
overseeing and managing the HRSS measures and metrics programs for Service-wide applications. Using
knowledge of HR principles, concepts, practices, laws, and regulations and consultative skills
Performs a wide range of HR-based analytical studies and projects affecting staff throughout major program
areas. Incumbent evaluates and recommends changes in HR procedures, determines and advises on how
efficiently and effectively HR programs are meeting objectives, engages in studies and recommends
improvements or enhancements to agency operations and evaluates and advises concerning resource use.
Serves as the comprehensive professional level HR analyst responsible for providing robust data analytics,
reporting, and analytical solutions. Develops tangible and relevant information to be used to track program
area metrics and performance.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
You must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources (HR) laws, regulations, concepts, and practices, as well as seasoned consultative skills. Knowledge of HR applications and the design of automated systems, and knowledge of project management principles and methods to plan, design, develop, test, integrate, and deploy systems. Experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis to develop system enhancements. Experience working with management on issues/problems in the areas of software applications and internet technologies. Experience troubleshooting and resolving data, metrics issues, errors, and problems. Knowledge and experience working with multiple HR systems to manage and track HR metrics and HR data analysis. Experience utilizing a strong business acumen to effectively and efficiently collaborate with business users to gather requirements and compare HR data to deliver key HR measures data. Experience developing and maintaining complex queries and HR reports. Experience using various HR system and tracking tools to compare data and identify issues or trends and identifying, developing, and implementing HR measures processes and enhancements to highlight trends and requirements for future mission demands.
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-12 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-12 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
