Assistant Chief, Health Administration Service and supervises Administrative Officer of the Day staff, Veterans Transportation Services, Ambulatory Care, Specialty Care, Surgical Care and Processing Section staff which includes Veterans Transportation, Beneficiary Travel, and Medical Support Assistant staff. He/she assists the Chief, HAS in managing medical administration operations and supports the mission, vision and guiding principles of the medical center by promoting quality.

Duties

Independently performs an extensive range of duties directly contributing to the overall health administrative management of the facility's health care delivery system. The incumbent provides accurate and appropriate guidance and instruction in all aspects of administrative health care program functions to insure maximum support to the Roseburg Veterans Affairs Medical Center and appropriate medical treatment of VA patients. It involves continuous assessment and review of its various components, including analysis of its productivity, effectiveness, and efficiency. Work involves establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives. Work also includes developing related administrative policies and procedures, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations. Work that involves the evaluation of program effectiveness usually focuses on the delivery of program benefits or services at the operating level. Serves as full assistant to the Chief, Health Administration Service on all matters and programs, i.e., eligibility, enrollment, decedent affairs, beneficiary travel, program application specialists, scheduling, waiting lists, health information management, release of information, file room, medical records and scanning, transcription, coding, administrative officer of the day, and other activities in Health Administration Service. In this capacity, the incumbent provides guidance to all HAS staff members that have daily interactions with the administrative and clinical services of the medical center. The incumbent ensures that procedural, legal, and administrative requirements of the programs under their direct supervision are met. The Assistant Chief, HAS is responsible for guidance, implementation, and monitoring programs for workload data integrity and program success at the Eugene health care center, outpatient clinics as well as the main facility. Provides input to the Chief, HAS in regards to budgeting, and financial matters related to the service. This includes budget formulation, justification and execution, financial management and reporting. Maintains an awareness of the overall status of financial and personnel resources for his/her program area of responsibility in order to react to changing situations with timely recommendations to the Chief, HAS. Manages procurement and contracting for the sections under his/her area of responsibility. Serves in various capacities as program coordinator for enrollment, fugitive felon, bed control and others. Designated by the Chief, HAS, the Assistant Chief is directly accountable for planning and directing the work of the service. Incumbent directly supervises section supervisors and Administrative Officers of the Day (AOD's) in all operational aspects of the service. Formulates and installs administrative and clerical procedures to ensure expeditious and efficient processing of work and in-service training, this extends into the professional services where HAS clerical personnel are assigned to support the functions of these services. Keeps employees informed regarding the policies, procedures, and goals of management as they relate to the work of the service. Ensures section supervisors are aware of their responsibilities for keeping their employees properly trained, that they hold staff meetings on a monthly basis or as required by the Medical Center Director, and that they ensure their personnel are aware of customer courtesy as well as our Medical Center mission, incumbent acts on behalf of the Chief, HAS during his/her absence. Assists the Chief, HAS in formulation and issuance of policies through the Medical Center Director that specifically relates to the broad area of patient administration. This provides a basis for sound administrative practices, defines responsibilities for carrying out specific functions, provides recognized authority consistent with applicable laws under which action are taken to minimize the possibility of unauthorized action or unfavorable criticism and facilitates decisions to promote consistency of interpretations and application across organizational lines. Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience within 30 days of the closing date of this announcement, 10/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Guides, implements and monitors workload data and processes for integrity and compliance and makes recommendations to management; influences and communicates with various levels of clinical, financial and operational management concerning team goals and progress; discusses, investigates and responds to employee grievances and dissatisfaction in order to resolve conflicts; facilitates service continuity management; guides teams in adjusting short-term priorities and promoting long-term service and organizational goals. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. Preferred Experience: One year of supervisory experience. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mainly secondary except when the incumbent is required to walk to other areas within the medical center during site visits.
