This position is in Montana / Dakotas State Office, North Central Montana District Office, Upper Missouri River Breaks National Monument which is duty stationed in Lewistown, Montana. We expect to fill one (1) vacancy at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Serves as the focal point for providing leadership, motivation, direction, decisions, and supervision, both technical and administrative, to assigned employees required to implement and carry out multiple use and ecosystem management of resources. Coordinating land and resource planning and management with representatives of Federal, State, tribal, and local governments, the general public, public land users, and private landowners. Conducting a viable and open public relations program, ensuring an awareness of the value and effect of a positively oriented program that emphasizes Bureau and cooperative programs and accomplishments. Planning, organizing, implementing, and evaluating a broad array of complex resource programs requiring intensive multiple-use management and protection of a variety of resources. Resolving conflicting demands for resources between teams and obtaining necessary resources for teams to produce quality products in a timely manner. Managing delegated Field Office responsibility for procurement functions in accordance with governing regulations. Administering a variety of management programs such as safety, upward mobility, cost reduction, workplace flexibilities, Equal Employment Opportunity, drug free workplace, overtime usage, suggestions, etc. Establishing policies, regulations, and procedures to accomplish organizational objectives. Performing personnel management functions such as selecting employees; participating in position and pay management programs; establishing performance standards and evaluating performance; and identifying training needs of employees.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: A demonstrated ability to plan, implement, and/or administer a natural resource program in a public lands environment. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in public lands natural resource multiple-use management; experience providing leadership, motivation, and direction in program areas that support the management of multiple-use and ecosystem management within an organization; or other directly related experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

There is no substitution of education at the GS-13 grade level.
