THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE SPECIALIST (VICT ADV), Position Description Number T5555P01 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

A SEXUAL ASSAULT PREVENTION AND RESPONSE SPECIALIST, GS-0101-11, assists victims of sexual assault and domestic violence towards the process of recovery, through advocacy and resource information. For SAPR sexual cases, the victim advocate will operate under the supervision of the State SAPR performing duties which include, but are not limited to, crisis intervention, safety planning, referral, ongoing non-clinical support, and serves as a resource on available options to assist victims in making informed decisions regarding reporting options and care. For Domestic Violence cases, the Victim Advocate will operate under the guidance and direction of the Director of Psychological Health (DPH)/Behavioral Health Officer (BHO) developing an appropriate plan of assistance and intervention which provides for the safety of the victim and their family members. Cases are assigned from a variety of sources to include self-sought services and referrals from SAPR hotlines, local domestic violence agencies, training classes, JFHQ-State identification, investigator identification, and medical or mental health provider identification. Provides continuity of care and ensures coordination with all applicable National Guard functions, State SAPR and DPH. During medical and investigation procedures court/administrative proceedings, and related processes. Conducts risk assessments of individuals to determine immediate needs and evaluates safety and levels of risks; provides emotional support and guidance to victims in crisis while addressing the individual's needs and desires. Provides crisis intervention in the immediate aftermath of sexual assault or domestic violence/abuse and develops safety plans based on initial and ongoing risk assessments. Provide restricted and unrestricted reporting options addressing confidential disclosure and privacy to the victim. Provides referral services at the JFHQ-State as well as the surrounding communities. Other duties as assigned. The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews are optional. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and education requirements of the position. Veterans Preference: Veterans' preference does not apply when referring and selecting individuals under this NG accelerating hiring authority; however, applicants are encouraged to still claim veterans preference and submit supporting documentation.

Requirements

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Secret security clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.

Qualifications

GENERAL EXPERIENCE: Must have the following: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Must have the following: Three years of progressively higher-level graduate education leading to a PH.D. Degree or equivalent doctoral degree. OR One year of specialized experience equivalent to at least GS-9, to include the following knowledge, skills, and abilities: Knowledge of a wide range of generally accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, domestic abuse, and other acts of interpersonal violence Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault, domestic abuse, and interpersonal violence Skill in effective development and delivery of sexual assault prevention and response training to a variety of individuals and organizations Ability to employ various methods and techniques typical of a sexual assault and domestic abuse victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to support/assist them in the resolution of complex problems Ability to function as liaison to JFHQ-State and community organizations representatives to establish, maintain, and provide effective victim support in a wide variety of situations Ability to provide information and one-on-one assistance to individuals under difficult circumstances using sensitivity, tact, and caring using a wide range of social science principles, practices, and techniques to effectively deal with crisis intervention, the dynamics of sexual assault and domestic abuse, and their effects, and to relate to and build trust with individuals that have faced traumatic and life changing events Ability to coordinate and educate Victim Advocate volunteers Ability to serve as the full time SAPR professional for the JFHQ-State in the absence of the State SAPR
