THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE PROGRAM COORDINATOR, Position Description Number T6005000 and is part of the KS 190 Air Refueling Wing, National Guard.
Duties
As a SEXUAL ASSAULT AND RESPONSE PROGRAM COORDINATOR, GS-0101-12, you will serve as the wing Sexual Assault Response Coordinator (SARC) to comply with Department of Defense (DOD), Headquarters Air Force (HAF), and National Guard Bureau (NGB) requirements, to develop and manage prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs, as directed by the WG/CC. Manages the overall sexual assault reporting process and documentation for the wing program while coordinating and collaborating with the Joint Force Headquarters (JFHQ) SARC and National Guard Bureau (NGB) Sexual Assault Prevention Response Office (SAPRO); including providing the health of the force data within the NGB directed timeline. Also serves as the WG/CC's consultant and coordinator for sexual assault prevention activities involving the institutionalization of respect and the Air Force core values (integrity, excellence and service before self) throughout the spectrum of human relations activities. Develops plans, programs, guidelines, and budgets geared to the installation population and organization to address sexual assault prevention and response. Other duties as assigned.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

Requirements

- Must be able to obtain and maintain the appropriate security clearance of the position. The incumbent of theis position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
- Must be able to obtain required certifications, as applicable.
- Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- The work requires the employee to drive a POV/GOV. An appropriate, valid driver?s license is required for this position.
- This position has been identified as a position of public trust IAW DOD policy. Minimum of a Tier 3 background investigation must be conducted every 5 years IAW the OPM requirement.
- This is a testing designated. Incumbent of this position is subject to random drug testing.
- A Bachelor?s degree or higher in a behavioral, social science, or related discipline appropriate to this position is preferred. (See OPM basic qualifications standards annotated under Classification Remarks.)
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
Qualifications
GENERAL EXPERIENCE:
To qualify an applicant for the Title 5 Excepted Service GS-0101-12 ANG SARC position, evaluate and apply the applicant's competencies. All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service SAPR Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0101 SAPR Program positions; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant (to include an on-board Title 32 or a Title 5 Competitive Service employee who is employed in a different series' position) must have at least two years on-the-job experiences that are commensurate or equivalent to SAPR Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas. The following basic qualification factors are applicable to the GS-0101-12 ANG SARC position:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: At least 24 months specialized experiences working with the Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual assault; and other areas of interpersonal violence and victim needs. Skilled in performing consultant and coordinator duties that involved sexual assault prevention activities and training the Air Force core values (integrity, excellence and service before self) as related to human relations activities. Experienced in developing, planning, and publishing action plans, programs, guidelines, and budgets geared to the installation population and organization to address sexual assault prevention and response. Skilled in monitoring and reporting all Wing SAPR incidents into the Department of Defense Sexual Assault Incident Database (DSAID). Competent in assessing and reporting the ANG Wing SARC program's processes, procedures, contacts, and training necessary to carry out the program and meet DOD and Air Force objectives. Experienced in working, briefing, and publishing the Wing SARC program's plans, milestones, and evaluation measures, using valid and formal metrics that ensured success in meeting goals and objectives.
Education
Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline.

Combining Education and Experience: An appropriate combination of education and experience generally requires that an applicant possess a core of educational credit in behavioral study, social science study, or a related study discipline; plus, additional education and/or experience.
The quality of the combination of education and experience must demonstrate that the applicant possesses the full range of competencies, knowledge, skills, abilities, and behaviors, required to perform GS-0101-12 Wing SARC occupation business.
The National Guard Title 5 Excepted Service SARC employee must have an awarded the D-SAACP certification.
