Duties
This position is located under the Office of Human Resources and Professional Development, Human Resources Operations Division, Payroll Processing and Operations Branchin Washington, District of Columbia.
Qualifications
To qualify for GS-07 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-05.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience include:
Researching, Interpreting and Applying personnel policies and procedures; AND
Inputting and Retrieving recurring data using an automated system; AND
Providing clear and concise communications to others in writing and/or orally.
Basic Education Requirements: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

A combination of graduate education and experience. This will be calculated using your résumé and unofficial transcripts or a list of courses/course hours submitted with your application.

Superior Academic Achievement
Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies.
To qualify for GS-09 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-07. Specialized experience include:
Utilizing automated personnel systems to process personnel information and resolve problems; AND
Applying knowledge of a variety of automated personnel systems such as HRConnect, Electronic Onboarding System (EOS), National Finance Center (NFC) and eVerify or other similar systems ; AND
Applying knowledge of pay setting laws and rules for personnel actions; AND
Performing basic analytical and research to resolve personnel actions.
OR
Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
OR
I have a combination of specialized experience (less than 1 year) and graduate education (beyond 1 year), that when combined equals 100% of the qualification requirement.

Education
Recent Graduates Program:The Pathways Recent Graduates Program is a 1-year excepted service appointment structured to help prepare and promote individuals who have recently graduated from qualifying education institutions for a possible career in the federal government. Participants in the Recent Graduates program may, at agency discretion, be non-competitively converted to a term, career-conditional or career appointment following successful completion of all of their educational and work experience requirements in accordance with 5 CFR 362.204. - Agencies provide OPM with information regarding their opportunities and post information publicly on USAJOBS (external link) about how to apply for specific positions.
Training and Development
- Orientation program for Recent Graduates hired for the program.
- Mentorship throughout the program.
- Individual Development Plan to create and track Recent Graduates' career planning, professional development, and training activities.
- At least 40 hours of formal, interactive training each year of the program.
- Positions offer opportunity for career advancement.
After Program Completion
- Recent Graduates may be converted to a permanent position (or, in some limited circumstances, a term appointment lasting 1-4 years).
- To be eligible for conversion, Recent Graduates must have:
- Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
- Demonstrated successful job performance.
- Met the qualifications for the position to which the Recent Graduate will be converted.
