You will serve as an Administrative Officer for the Small Business Administration (SBA), Office of Capital Access (OCA), Disaster Administrative Services Division (DASD). The Center coordinates national administrative support activities and is responsible for managing the following support services: mail and supply control activities, accountable property, procurement, travel, payroll and other fiscal activities, records, and facilities management of office, warehouse and storage facilities.

Duties

As an Administrative Officer at the GS-0341-15, some of your typical work assignments may include: Serves as the Center Director responsible for planning, directing, managing, coordinating and evaluating all aspects of the Administrative Services Center (ASC) operations and program delivery. Develop procedures and processes to administer a complex system of program and administrative controls, reports and records for all OCA Centers, including field offices. Supervise management and staff assigned to the various department functions/activities either personally or through subordinate managers. Assesses the effectiveness of all the administrative functions of OCA including travel, payroll, procurement, accountable property, supply control activities, mail and other fiscal activities, records and facilities management of office, warehouse and storage facilities. Sustain good working relationships by presenting effective lines of communication with other Federal agencies, high-level officials, and public and private entities/organizations in accomplishing program goals. Analyzes potential effect of new or proposed administrative policies and guidelines, staffing levels, office automation technology, etc., and develops short and long range plans to ensure that office operations are conducted effectively and efficiently. IMPORTANT NOTES: This is a permanent position, which is a Competitive service status position with a Full-Time work schedule. This position is also being announced under Delegated Examining Procedures, announcement # DE-25-DASD-12575440, open to the general public. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required heighten Disaster Activities. If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. DASD is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation. Requirements

  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • You must meet time-in-grade requirements by the closing date, if applicable.
  • A one-year supervisory probationary period may be required.
  • You may be required to complete a one-year probationary period for non-supervisors if you fail to complete the one-year supervisory probationary period.
  • This position is not included in a bargaining unit.

Qualifications

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: Directs and evaluates business functions, resource allocation, and administrative operations, to include 4 or more of the following areas: budget, facilities, travel, payroll, procurement and logistics support; Develops innovative recommendations to senior management on ways to maximize and improve utilization of funds that directly impact strategic program objectives or missions; Plans, organizes, and carries out annual and multi-year budgeting requirements in support of a major program office within a multi-divisional organization; Recommends solutions for process or program improvements; AND Supervises multidisciplinary teams and/or workgroups in accomplishing program goals. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 10/28/2024.
