Duties

The Administrative Officer position is located in the Systems Operation Control Section (SOCS), Flight Operations Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). The LE/FAMS promotes public confidence in our Nation's civil transportation systems through effective risk-based strategic deployment of Federal Air Marshals (FAMs) and other LE/FAMS law enforcement resources in both air-and land-based mission assignments aboard U.S. air carriers, and in airports and other transportation modes within the Nation's general transportation systems. As the Administrative Officer the incumbent will perform the following duties: Serves as the Human Resources liaison to the Systems Operation Control Section; advises managers on complex and sensitive issues including staffing, classification, awards, and employee relations. Formulates and presents the Systems Operation Control Section's budget submissions, and analyzes and makes recommendations to the area manager and manages the execution of the Systems Operation Control Section budget process. Provides advice on internal policies and procedures affecting general administrative functions in the areas of human resources, time and attendance, facilities, management, property management, logistics, safety and security. Utilizes a variety of applicable precedents, agency manuals, directives, and research materials to perform extensive research, analysis, interpretation, and evaluation to present relevant findings, conclusions and recommendations in a range of areas including finance, human resources, and procurement. Oversees subordinate employees working in the functional areas of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration and management information. The major duties described above reflect the full performance level of this position. Typically, the lower pay bands (G & H Band) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Advising managers on complex and sensitive issues including staffing, classification, awards, and employee relations; and Providing advice on internal policies and procedures affecting general administrative functions in the areas of human resources, time and attendance, facilities, management, property management, logistics, safety and security; and Utilizing agency manuals, directives and research material to perform extensive research, analysis, interpretation, and evaluation to present relevant findings, conclusions and recommendations in a range of areas including finance, human resources, and procurement. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Advising managers on complex and sensitive issues including staffing, classification, awards, and employee relations; and Providing advice on internal policies and procedures affecting general administrative functions in the areas of human resources, time and attendance, facilities, management, property management, logistics, safety and security; and Overseeing subordinate employees working in functional areas of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration and management information. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
