This National Guard position is for a HR SPEC (INFORMATION SYSTEMS/MILITARY), Position Description Number D2932000 and is part of the OH 121 Air Refueling Wing, Ohio Air National Guard. Serves as the Human Resources Specialist (Information Systems/Military) performing developmental assignments.

Duties

As a HR SPEC (INFORMATION SYSTEMS/MILITARY), GS-0201-9, you will perform the following duties: 1. Provides broad management advisory services. Analyzes and resolves operational problems and ensures compliance with military human resources policies, regulations, objectives, and management procedures. Responds to inquiries from all base-level personnel system managers. Provides direction and gives advice to section chiefs and representatives of serviced organizations on methods to approach to systems related discrepancies discovered through analysis. Monitors corrective actions. Interprets Department of Defense (DoD) directed or legislative policies affecting the Military Personnel Data System (MilPDS) and recommends enhancements. Manages, and controls the operation of PDS to include the MilPDS, Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM), and other related system interfaces. Provides technical support to include system security, user account management, and user access. Provides advisory services to users on the technical aspects of PDS applications, the capabilities available within the systems to assist them in day-to-day operations and their impact on personnel programs. Analyzes and compares data between the military personnel data system and interfacing systems. Analyzes products by comparing and verifying data for mismatched or missing data. Identifies discrepancies, takes corrective actions, and reports to supervisor. Resolves technical problems. Prepares, coordinates, and implements local procedures for system operations. Develops and analyzes management products to determine the adequacy and accuracy of the PDS database. Implements quality procedures used to suspense and assist FSS work centers in correcting Transaction Registers (TR) and other-directed data assessment programs. Reports findings to the supervisor and provides recommended actions to correct negative trends. Develops local data products required for FSS work centers and develops products in response to requests from other base personnel. Validates requests for recurring products and designs them to meet user expectations within system limitations. Provides timely and accurate distribution of all PDS products. Coordinates with The National Guard Bureau, Air National Guard State Headquarters and base functional areas on new data human resources programs and system procedures. Analyzes higher headquarters systems procedures and implements local systems procedures. 2. Assists in administering Military Personnel Data System training programs for the MPF and other users of the system. Assists in performing formal and informal training on utilization of the Military Personnel Data System, and other related systems to all users. Researches, develops, reviews, and updates training materials to include training outline, lesson plan, and charts. Obtains and arranges classrooms, audiovisual equipment, and on-line computer training aids. Advises managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field. Controls the operation and maintenance of the PDS by providing instructions to functional area users on automated applications and systems such as, but not limited to Military Personnel Data System (MILPDS), Oracle Business Intelligence Enterprise Edition (OBIEE), Command Human Resources (CHRIS), Virtual Military personnel Flight Suite of Applications (vMPF), Personnel Records Display Application (PRDA), Retrieval Access Website (RAW) and myFSS. Updates users on current system information and informs users on how to extract and use of information that is pertinent to their organization. Assists and interprets all personnel system programs for which they are responsible. Provides FSS personnel, individuals within the Command Support Staff and other agencies who have access to PDS data with interpretations and data applications. Provides customer assistance to current and potential PDS users within the FSS and serviced organizations across the installation. *The above duty description does not contain all details of the official position description. Qualifications

GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. SUPERVISORY EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
