The position will be filled as a temporary promotion or detail. If filled via Temporary Promotion, it may be made permanent without further competition. This position is located with US Department of Agriculture (USDA), Departmental Administration, Office of Human Resources Management, Office of the Director. The incumbent implements, maintains and advises on human resources accountability and assessment of programs, reviews, and initiatives.

Duties

Serves as a senior advisor and expert to administer a department-wide human resources accountability and assessment program that includes monitoring, evaluating, analyzing and scanning the horizon for new service and other delivery alternatives. Provides direction on initiatives to provide Departmental guidance on accountability, assessments, and Human Resources (HR) enterprise issues. Monitors and responds to A-123 Management Accountability and Control issues to improve the accountability and effectiveness of systems and operations by establishing, assessing, correcting, and reporting on management controls. Continuously reviews and analyzes operations and outcomes and identifies opportunities for qualitative and quantitative improvement. Acts on own initiative to apply state-of-the-art knowledge, tools, and techniques to analyze and advise on the development of human resources management systems, national policy, and organizational designs and developments. Conducts and directs special studies of the substantive aspects of human resources programs. Leads procurement and implementation of new HR technologies to ensure that USDA stays at the forefront of federal e-government initiatives. Leads activities to create, maintain, implement, and evaluate USDA's Workforce Plan and human capital initiatives, Succession Plan, Annual Performance Plan, and Annual Performance Report. Establishes and maintains vendor contracts for components of the HR Enterprise Systems, coordinates with mission area representatives to meet their requirements, and ensures COTR requirements are satisfied. Leads development of administrative policies and guidelines and advises mission organizations on the utilization of resources. Conducts long-range, highly complex, and sometimes politically sensitive human resources management study topics related to the administration's management agenda and the department's strategic plan for human capital.

Qualifications

To be considered for this position as a DETAIL at the GS-15 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for. To qualify for this position as a TEMPORARY PROMOTIONat the GS-15 grade level, you must possess the following minimum qualifications by close of the announcement: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Human Resources Specialist (Senior Accountability Officer). For this position, the specialized experience includes (1) Overseeing policy development and implementation for Human Resources; (2) Accounting for key performance metrics for human capital; and (3) Providing directions for initiatives and human resources enterprise issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
