You will serve as a TECHNICAL EDITOR in the DOCTRINE AND INNOVATION DIRECTORATE DIVISION of NAVINFOWARDEVCEN NORFOLK.
Duties
You will serve as the IW (Information Warfighting) operational subject matter expert in the areas of innovation, IW tactical guidance, concepts of operation, experimentation, advanced tactics training, and warfighting effectiveness.
You will lead the development and validation of doctrinal publications, the release of IW related products to foreign partners, the conduct of warfighting assessments, the planning and execution of Fleet experiments, war games and exercises.
You will serve as the principal author for collaboratively developed tactical and technical publications by accepting input from SMEs and maintaining consistent content themes.
You will independently review and edit tactical documents such as concepts, CONOPS, OPTASK, NWPs, NTTPs, NTRPs, TACMEMOs, TACBULs and other warfighting documentation.
You will verify that technical information is current and accurately/consistently cross references through publications and serves the point of contact on editorial and formatting issues.
You will participate in IW and doctrine related Navy seminars, conferences, and various other forums and provide input during the conference as directed.
You will serve as a communication bridge between NIWDC staff and supporting government, public, and private sector organizations facilitating information sharing and collaboration
You will review and draft white papers, point papers, and power point presentations detailing NIWDC’s position, recommendation, and gap analysis related to IW operations, planning, and tactics.
You will host, facilitate, and participate in tabletop exercises, war games, scenarios, and assessments as related to doctrine and tactics development efforts
You will track and document the status of Navy and Joint IW publications for update and/or deletion and notify NIWDC staff of the publication staffing timelines.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience writing, researching, analyzing and editing doctrinal publications.
Experience independently reviewing and editing documents such as concepts, CONOPS, OPTASK, NWPs, NTTPs, NTRPs, TACMEMOs, TACBULs and other warfighting documentation.
Experience participating in IW doctrine related discussions at Navy, Joint, and combined seminars, conferences, and various other forums.
Experience developing white papers, point papers, and power point presentations detailing NIWDC's (Naval Information Warfighting Development Center) position, recommendation, and gap analysis related to IW (Information Warfighting) operations, planning, and tactics.
Experience supporting the communication and collaboration efforts using means such as SharePoint and cloud-based solutions.
Experience assisting in the adjudication of comments and drafting flag-level packages.
