Duties

The selectee will serve as anSupervisory Veterans and Military Program Specialist in the Office of Human Resources. Typical work assignments include: Leading the development and implementation of the activities and projects tasked under the Veterans and Military Resources Program. Leading the planning and execution of agency-wide events such as the Veterans Summit and the annual Veterans Day Ceremony. Providing expert assistance on issues involving veterans' preference authorities, military activations, Military Service Deposits, the Uniformed Services Employment and Re-employment Rights Act (USERRA), veterans' education benefits like the Post 9-11 Montgomery GI Bill, military buy-back, and leave administration like disabled veteran leave and military leave. Providing a high level of program support to USSS leadership and hiring officials in the recruitment, employment, and retention of veterans.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below You qualify for the GS-14 level (starting salary $139,395.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Leading a group or team in the oversight of a military members or veterans' employment program; Advising on veterans' employment or education benefits (e.g. veterans' preference authorities, military buy-back, disabled veteran leave, etc.) to provide appropriate services to veterans; and Developing policies or procedures for the improvement of veterans' employment services within an organization. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Interagency/Career Transition Assistance Program (ICTAP/CTAP): This program applies to Federal service employees whose positions have been deemed surplus or no longer needed, or employees who have been involuntarily separated from a Federal service position within the competitive service.
