Temporary promotion will be for a period not-to-exceed one year, This temporary promotion may be extended without further competition; however it may not exceed a total of five (5) years.

Duties

Ensures contractors perform within the scope of the contract. Gives contractors any special instructions or guidance necessary to complete the work in an orderly manner. Identifies veterinary care needs (including vaccinations, treatment of injuries, and euthanasia) at facility and schedules veterinarian services. Assures that health certificates are complete, and vaccinations are current on animals being shipped. Establishes and maintains record system relative to the receiving, preparing, and disposition of animals at the facility; data is kept current within the National Wild Horse and Burro Program System (WHBPS) and is modified as needed. Oversees the receipt, care, management, preparation, receiving, shipping, and adoption of large numbers of wild horses and burros at Wild Horse and Burro Facilities. Responsible for ensuring technical expertise and guidance is provided and applied in developing and recommending long range plans and goals; reviewing and evaluating WHB activities to recommend improvements and/or gain operational efficiencies. Directs and manages the feeding and health care of wild horses and burros and arrange for transportation of animals leaving the facility. Oversee identification (body color, markings, conformation, size, weight) of wild horses and burros. Basic knowledge of equine diseases, common drugs used for treatment, and ability to recognize infirmity and direct appropriate action for treatment. Provides overall management and operation of the WHB Facility. The facility is primarily responsible for the holding, prepping, transport, and/or adoption of wild horses and burros. Provides daily over-site of the facility developing plans and objectives for the management of the WHB Program at the Facility. Overall animal welfare and care of wild horses held at the facilities is the primary duty of the incumbent. Oversees compliance activities for animals to ensure they meet Bureau standards. Ensures that WHBs are receiving humane care and treatment and titles to wild horses or burros are issued in accordance with regulatory requirements. Directs work to staff that includes administrative personnel and wranglers. Solves problems, set goals, develops plans and work schedules, assigns work, and monitors accomplishments. Prepares, plans, and tracks budget expenditures and work accomplishments.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify for the GS-9 you must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: developing national wild horse program policies and standard operating procedures to maintain the health of wild horses, burros, and rangelands; coordinate training and technical assistance on all aspects of wild horse and burro program; assist in resolving complex, controversial issues; experience gathering and removing wild horses and burros -OR- have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work or an LL.B. or J.D., if related -OR- have a combination of education and experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Physical Demands: Work requires long periods of standing, walking, recurring bending, crouching, stooping, reaching, and similar activities. The work also involves handling WH&Bs and includes lifting of heavy items (e.g., equipment, corral panels, animal feed, supplies, etc.). The work requires travel using various modes of transportation (e.g., airplanes, government owned vehicles, etc.). The incumbent drives various types of vehicles (e.g., cars, SUVs, light/medium/heavy trucks coupled with trailers of various sizes) and equipment. Ability to operate heavy equipment (e.g., front-end loaders, forklifts, skid steer tractors, dump trucks, and livestock squeeze chutes). Work Environment: Work is carried out in the office and in the field (e.g., holding facilities, off-range corrals and pastures, arenas, stockyards, fairgrounds, and other outdoor venues). The office work involves everyday risks and discomforts that require normal safety precautions. The office area is adequately lighted, heated, and ventilated. Field work involves long days, in dusty, dry, and less than sanitary conditions. Field assignments involve widely varying topographic and climatic conditions. Temperatures may range from -20? to over 100? with considerable precipitation from rain, freezing rain, or snow fall. Ability to work in challenging outdoor conditions and conduct strenuous physical tasks related to caring for WH&Bs.

Education

This position falls under the Miscellaneous Administration and Program Series 0301 Individual Occupational Requirements (IOR).

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
