This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As an Electrician, you will perform electrical maintenance, modification, repair or replacement of electrical parts, systems and equipment aboard District floating plant and buildings at the Central Maintenance Units.
Duties
Install a variety of highly complex electrical systems such as: electrical-mechanical-hydraulic systems; standby generators; heating and ventilation systems; high pressure hydraulic-oil powered electrically controlled systems.
Perform the full range of diagnostic inspections for major maintenance on machinery, electrical components, and related equipment at navigational locks and flood control reservoirs.
Trace out complex circuits requiring a thorough knowledge of the characteristics of reverse phase relays, skew trip-outs, selsyns, sequence selectors, bypass switches and various other types of complex automatic control systems.
Inspect, troubleshoot, and/or disassemble the electrical components of the associated equipment at the structure, repair station, or floating plant (such as generators, pumps, compressors, etc.).
Install and repair electrical aspects of equipment that operates miter gates, lift gates, bulkheads, cranes, valves and haulage units.
Disassemble electrical-mechanical systems or subsystems thereof to determine extent of repairs and/or overhaul required.
Read building plans, blueprints, sketches, schematics, engineering drawings, and maintenance and repair manuals.

- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Must possess Class A Commercial Driver's License with Air Brake Endorsement. (Note: A copy of your valid Class 'A' Commercial Driver's License must be submitted with this application in order to be considered eligible for this position.)
- This position has a requirement to lift up to 50lbs. in the regular performance of duties.
- This position has a Temporary Duty (TDY) or business travel requirement of 75% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position requires the incumbent to work outside in all kinds of inclement weather and is subject to discomforts from heat, cold, wind, rain, and dust.

Minimum Qualifications: Ability to do the work of an Electrician without more than normal supervision. Duties include: (1) performing start-up and operational inspection and ensures that all equipment is properly calibrated; (2) operating machine tools such as drill presses and grinders in the fabrication of parts incidental to electrical repair; (3) using of a variety of electrical testing equipment and; (4) using hand tools to cut, thread, and bend conduit for electrical repairs. Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT: Work requires frequent standing, stooping, stretching, climbing, and crouching. Lifts and carries items weighing up to 50 pounds, occasionally lifts and carries larger assemblies or complete units exceeding 50 pounds. Uses coordination of eyes, hands, legs, and body in installing,repairing, operating, or testing equipment in confined spaces such as manholes, machinery recesses, lock walls, or on overhead structures; climbs ladders, scaffolding, and works from suspended stages.
WORKING CONDITIONS: Works inside and outside during the day or night, subject to inclement weather, on high structures usually over water which is frequently turbulent, in the proximity of moving machinery and high places.
