The primary purpose of this position is: To serve as Operations Support Specialist as AFPC Personnel Reliability Program (PRP), Administrative Qualification (AQ) Cell Certifying Official and program administrator for AF-wide PRP administrative qualification program.

Duties

Program Administrator and Subject Matter Expert Air Force wide for Personnel Reliability Program Administrative Qualification. Conducts in-depth member PRP interviews to evaluate and determine suitability. Conducts and/or leads studies and/or initiatives to improve PRP administrative qualification process and/or influence policy changes for PRP that typically involve long-range, highly complex, and often sensitive topics. Provides advisory services to managers, supervisors, and employees on Personnel Reliability Program Administrative Qualification. Represents the Personnel Reliability Program Administrative Qualification Cell with a variety of installation and functional area organizations.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes knowledge of the mission, operating programs, and organizational structure of the program's functional community on an AF-wide basis. Knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to effectively administer assigned personnel/manpower/services Air Force wide program(s). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal laws, executive orders, regulations, rules, guidelines, precedents, major issues, program goals and objectives, policies, directives, principles, procedures, and practices related to nuclear surety and the DoD Personnel Reliability Program in order to support the Air Force nuclear enterprise. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. Knowledge of the Nuclear Weapons Personnel Reliability Program (PRP), to include all aspects of administrative qualifications, certification and decertification processes, evaluation guidelines, and PRP suitability factors to develop, revise, and advise on programs to meet goals and objectives within available resources. Knowledge of the Air Force nuclear enterprise, to include major weapons systems, bases, units, locations, missions, and requirements, and knowledge of operational, sustainment, and administrative aspects of the nuclear enterprise to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Skill in justifying, defending, gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems and recommending decisions. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships; Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work, to include skill and ability in evaluating personnel and medical records summaries against nuclear surety standards. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
